DEFINITION OF WORK

Summary

This is supervisory work in the Kansas Bureau of Investigation.

Work involves supervising the investigative activities of a geographical region of the state, supervising investigations within a major program area, such as intelligence or narcotics, or supervising law enforcement support areas in the K.B.I.

Standard Classification Factors

Supervision Received - Level D: "Under general direction…" Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.

Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level.

Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will.

Environmental Conditions - LEVEL A: The work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms, or libraries. Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment. Exposure to deviations from pleasant environmental conditions is only occasional. The likelihood of injury is remote.

Supervision/Leadership - LEVEL D: Involves administrative supervision responsibility. As a "first line supervisor", the primary responsibility involves scheduling, supervising and evaluating employees who perform the same or similar work. Responsible for recommending hiring and disciplinary actions to a higher level of authority. As a "project manager" may direct the activities of project leaders to develop plans and criteria and to evaluate progress and results for one or more projects.

Distinguishing Features

Differs from Senior Special Agent - KBI class where work is investigatory and does not involve the supervision of lower level investigators nor the supervision of law enforcement support functions.

Differs from Assistant Director-KBI class where work involves directing, administering and evaluating a division's activities.

EXAMPLES OF WORK PERFORMED

Confers with law enforcement agencies requesting investigative assistance and evaluates the crime information reported to determine the workforce and equipment necessary to pursue investigation.

Assigns, coordinates, reviews and evaluates criminal investigations, surveillances and undercover operations conducted by subordinate agents.

Assesses the personnel, equipment and other costs necessary for operations, and provides documentation for agency budget requests, personnel actions, policy recommendations and operating procedures.

Initiates investigations as a case agent and is assigned case investigations requiring special direction or action by the Assistant Director.

Makes recommendations regarding the utilization of agents, whether the Bureau has jurisdiction in a particular case and when an investigation should be initiated, modified or completed.

Plans, organizes and directs the work of administrative, technical, paraprofessional and/or clerical personnel through subordinate supervisors in law enforcement support activities; establishes operational methods, procedures and forms; develops departmental or unit policies and regulations; prepares various statistical, financial and special reports.

Establishes, evaluates and revises goals and objectives for operations or delivery of services to law enforcement entities or teams; approves, amends or rejects detailed plans and procedures proposed by section supervisors or specialists; provides necessary resources to do the job.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of broad application of criminal investigation procedures and techniques, and laws pertaining to evidence.

*Knowledge of federal and Kansas criminal law and its jurisdictional aspects.

Knowledge of general management principles affecting operations, procedures, personnel, and budgeting.

Knowledge of auditing procedures and fiscal management principles, computer technology, or other specialized areas required of particular assignments.

*Knowledge of English usage and written communication format.

*Knowledge of the operation of photographic equipment (35 MM camera, 1-1 Polaroid).

Knowledge of medical terminology.

Abilities

*Ability to assess complex situations and to plan, organize and manage investigation teams.

*Necessary at Entry

MINIMUM REQUIREMENTS:

High School diploma or equivalent, Kansas Certification as a Law Enforcement Officer, and five years criminal investigative experience as a KBI Special Agent. Education may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements:  

This class requires the use of a firearm for law enforcement duties and therefore, candidates cannot have been convicted of, and must be free of any diversions from, a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. § 922 (d) (9) and (g) (9).  Some positions require an approved drug test unless the incumbent is moving from one safety-sensitive position to another safety-sensitive position within the same agency performing substantially similar duties.
