Budget Manuals
Budgeting for Kansas Cities and Counties - is the
manual for use by cities and counties in completing the State budget forms and is
also used as training material for the "Basic" training course. This
is a complete manual that contains the information needed to complete the state
budget forms. This document is available in .pdf format requiring the

Budget files may be submitted via e-mail. Include in
the body of the e-mail message the number of municipal budget files that you are sending,
a contact name and phone number. Attach the budget files to the e-mail message and
send to: armunis@da.ks.gov
Please use the following name conventions when naming your files
before e-mailing to Accounts and Reports.
County Files - County files should be identified by placing "co" in
front of the county name. For example, the file name for Shawnee Co. would be
"coshawnee.xls".
City Files - City files should be identified by placing "ci" in
front of the city name. For example, the file name for the City of Wichita would be
"ciwichita.xls".
Township Files - Township files should be identified by placing
"to" in front of the township name. For example, the file name for Washington
Township would be "towashington.xls".
Other Districts Files - Other district files should be identified by
placing "sp" in front of the district name. For example, the file name for
Cherry Creek Cemetery would be "spcherrycreek.xls".

Find below sixteen different budget forms, please select the appropriate form for your type of municipality and size of budget. The budget forms are user-friendly and can be submitted electronically.
Amended Budget Form
Amended Budget
The Amended Budget Spreadsheet can amend a total of six funds, and if needed, the spreadsheet can be expanded to accommodate additional funds.
City Budget Forms

The City Budget Spreadsheet contains a general fund, a general fund detail page, a bond & interest fund, four additional tax levy funds, a special highway fund, five additional no-tax levy funds, one single page no-tax levy fund, and one non-budgeted fund page (that can list a total of five non-budgeted funds).
City1
The City1 Budget Spreadsheet contains a general fund, a general fund detail page, a bond & interest fund, ten additional tax levy funds, a special highway fund, seven additional no-tax levy funds, four single page no-tax levy funds, and two non-budgeted fund pages (that can list a total of ten non-budgeted funds).
City2
The City2 Budget Spreadsheet contains a general fund, a general fund detail page, a bond & interest fund, ten additional tax levy funds, a special highway fund, eleven additional no-tax levy funds, four single page no-tax levy funds, and four non-budgeted fund pages (that can list a total of twenty non-budgeted funds).
City3
The City3 Budget Spreadsheet was designed for a City that is located in multiple counties (this spreadsheet is designed to take budget information for up to four counties). The spreadsheet contains a general fund, a general fund detail page, a bond & interest fund, four additional tax levy funds, a special highway fund, five additional no-tax levy funds, one single page no-tax levy fund, and one non-budgeted fund page (that can list a total of five non-budgeted funds).
City4
The City4 Budget Spreadsheet was designed for a City that is located in multiple counties (this spreadsheet is designed to take budget information for up to four counties). The spreadsheet contains a general fund, a general fund detail page, a bond & interest fund, ten additional tax levy funds, a special highway fund, eleven additional no-tax levy funds, four single page no-tax levy funds, and four non-budgeted fund pages (that can list a total of 20 non-budgeted funds).
County Budget Forms
County
The County Budget Spreadsheet has a general fund, a general fund detail page, bond & interest fund, road & bridge fund, 22 additional tax levy funds, ten no-tax levy funds, and one non-budgeted fund page (that can list a total of five non-budgeted funds).
County1
The County1 Budget Spreadsheet has a general fund, a general fund detail page, bond & interest fund, road & bridge fund, 22 additional tax levy funds, 16 no-tax levy funds, and four non-budgeted fund page (that can list a total of 20 non-budgeted funds).
County Single Special District
This spreadsheet is for those Counties that include Special District with their budget submission. Each Special District that is listed on the County’s Certification page should complete this spreadsheet and attach it to the County budget. The County would still need to complete the County or County1 Spreadsheet, and then attach this budget document for every Special District budget the County is reporting on its Certificate Page and Notice of Budget Hearing.
County Multiple Special District
This spreadsheet is designed for Counties that report multiple Special Districts along with County budget. The County would still need to complete the County or County1 Budget Spreadsheet, and then complete this spreadsheet for the Special Districts, and then attach the Certification page and Budget Summary Page produced by this spreadsheet to the County’s Certificate page and Budget Summary page. This spreadsheet contains a Certificate Page, 29 fund pages, and 29 Computation to Determine Limit pages. Additional tax levy fund pages and no-tax levy pages can be added.

This is the Spreadsheet to be used by Recreation Commissions in developing their budgets.
Special District Budget Forms
Special District
The Special District Budget Spreadsheet contains a general fund, a bond & interest fund, two tax levy funds, and two no-tax levy funds.
Special District 1
The Special District1 spreadsheet is designed to be used by Special Districts that have tax support from up to five counties. The spreadsheet contains a general fund, a bond & interest fund, two tax levy funds, and two no-tax levy funds.
Special District 2
The Special District1 Spreadsheet is designed to be used by Special Districts that have tax support from up to 14 counties. The spreadsheet contains a general fund, a bond & interest fund, two tax levy funds, and two no-tax levy funds.
Township Budget Forms
Township
The Township Spreadsheet contains a general fund, a bond & interest fund, a road & bridge fund, eight additional tax levy funds, and four no-tax levy funds.
Township1
The Township1 Spreadsheet is designed for those Townships that have Third Class Cities included within their boundaries. The spreadsheet is designed to take valuations for up to two Third Class Cities. The spreadsheet contains a general fund, a bond & interest fund, a road & bridge fund, eight additional tax levy funds, and four no-tax levy funds.
Township2
The Township2 Spreadsheet is designed for those Townships that have a Special Taxing District for Street Lights or Fire Protection of an unincorporated City located inside the Township. The spreadsheet contains a general fund, a bond & interest fund, a road & bridge fund, eight additional tax levy funds, and four no-tax levy funds.
