Electronic Records Committee Meeting Minutes

Minutes of Previous Meeting: Corrections to minutes: There should be parentheses around “KSGMIS” following Kevin Stephens’ name; “TPA” in the Review of Web-Based Records Management Guidelines should be spelled out as “Third Party Administrator”; in the discussion on KSPACe, the “e” in KASPeR should be capitalized; in the discussion on the Electronic Recordkeeping Plan Implementation, the word “plan” should be inserted between “value,” and “required” in the last sentence of the paragraph. Approved as amended.

Risk Analysis for Electronic Recordkeeping Plan Implementation: As a follow-up to last meeting’s discussion, Scott presented a printout from the risk assessment tool produced by the Minnesota Historical Society as part of their Trustworthy Information Systems Handbook. It is available only the web (at http://www.mnhs.org/preserve/records/tis/AppendixG.html) and Scott asked Cynthia to review for viability. She said it was viable, but she couldn’t get portions of it to work. Scott commented that portions were .pdf. Discussion followed regarding looking at the Trustworthy Information Systems Handbook and what type of risk assessment ERC would adopt/create. Members are encouraged to go to Appendix G, Legal Risk Analysis and review it so ERC can draft one. We will spend a half-hour to 45 minutes at the next meeting to draft something similar.

KSPACe Report: Matt, Pat, and Scott presented the project last week to select legislative staff. Good discussion. Prior to the presentation, pilot project staff learned more about workflow components, metadata, indexing, and searching. Budget request for INK board a possibility. Concerns include funding and staff. Steve suggested the State Library take it over, Matt feels KSHS is more technologically savvy and this repository is where government publications go permanently. Pat confirmed that it must be a partnership, and their staff is important to accomplish this.

Review of Web-Based Records Management Guidelines: Scott added a table of contents. Section 6 and 7 accountabilities and strategies headings may need more work in the table of contents for clarity. Matt wants it to read “Preservation Strategies”. Minor additions and changes throughout document covered. Section 6 will become Assessing Accountability; Section 7 will be Preservation Strategies. Scott to present it to ITAB this month and introduce it briefly, then in June make a more in-depth presentation.

Other Business: Pat at the next meeting would like members to brainstorm future ERC projects.
