Job Description:

The Kansas Department for Children and Families (DCF) currently has an unclassified Human Services Counselor position in the Rehabilitation Services Division. This position is located in the Winfield Service Center.  The starting salary for this position is $41,845.44 annually.

As a Human Services Counselor, you will:  This is advanced professional counseling to empower people with disabilities to achieve employment as the avenue to self-sufficiency, independence, inclusion, economic equality, and integration into society.  The position supports individuals with disabilities to identify their job-related goals and to develop individual plans for employment.  The counselor provides or purchases a comprehensive variety of services, which may include training, physical/mental restoration, assistive technology, supported employment, and job placement.  This position also provides significant counseling and guidance to help persons served identify their strengths and abilities; adjust to disability; exercise informed choice; maintain progress through their individual plans; and understand labor market trends and employment opportunities.

Minimum Requirements:   Master's degree in Rehabilitation Counseling or a current Certified Rehabilitation Counselor (CRC) certificate. Individuals with Master's degree in other disciplines may be considered on the condition that they complete specific courses related to the Vocational Rehabilitation Counseling discipline within established agency's timeframes after being hired.

In accordance with federal regulations and State Plan requirements that govern the VR program, the following minimum requirements apply to these positions:  

After making a determination that a position is hard-to-fill, the Director of Rehabilitation Services, at his or her discretion, may approve individuals who do not meet the qualifications listed above to participate in the screening process.  Should such candidates be recommended for hire after the screening process, the Director must approve.  The applicant in such circumstances must agree in writing as a condition of employment to meet the master’s degree standards listed above within five years of the employment start date.                         

KANSAS TAX CLEARANCE CERTIFICATE REQUIRED:  Each applicant applying for a State of Kansas job vacancy must obtain a valid Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue's website at www.ksrevenue.org/taxclearance.html  A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days. All Applicants, including current state employees are responsible for submitting a valid certificate with all other application materials to the hiring agency. Security Clearance: A background check (KBI – criminal background, welfare fraud, driver’s license, and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check.  Security clearance must be obtained prior to employment with DCF.
