Job Description:

Director of Medicaid and Health Care Finance (K0221729) in the Division of Health Care Finance

The State of Kansas is seeking a professional to lead the Division of Health Care Finance and serve as the State Medicaid Director. This position within the Kansas Department of Health and Environment (KDHE) serves within the agency’s executive leadership team. The position oversees the administration of the State of Kansas Employee Health Plan, including but not limited to providing medical, dental and vision health plans for public employees.

As the State Medicaid Director, this position participates in multi-payer efforts to provide services to Kansans through the State of Kansas Medicaid program, KanCare; provides leadership on all major KanCare projects, policy direction, and budget decisions; develops and maintains collaborative relationships with consumer groups, advocacy agencies, MCO's, legislators, health care associations, provider groups, health insurance companies and other stakeholders.
This position works a professional work week with extended hours which are subject to fluctuation based on workload and priorities. The work is of a complex, sensitive, and political nature. Local in-state travel is required and some national travel. This person must have a valid driver's license or alternative transportation.

Minimum Requirements:
Executive experience related to administering health care or Medicaid services.

Preferred Criteria: 
• Leadership experience in a Medicaid program, government agency, or other related public or private non-profit health service organization.
• Knowledge of state and federal Medicaid requirements, health care reform, health insurance practices, and the health care industry to include program design, cost for services and provider relations.
• Experience utilizing performance metrics and data to achieve outcomes and attain goals.
• Knowledge of historical context of State of Kansas health policy and evolution of federal law impacting low income populations, including Title XIX (Medicaid), Title XXI (CHIP), Title XVIII (Medicare), national health reform and Kansas’ Tribes.
• Experience in health equity and collaborating with diverse, vulnerable populations.
• Word, Excel, PowerPoint, Access
• Proofreading, editing, attention to detail

Salary:
$110,000 - $130,000 annually; can vary depending upon experience and qualifications.
