Job Description:

Kansas Tax Clearance Certificate: 
Each applicant applying for a State of Kansas job vacancy must obtain a State Tax Clearance Certificate by accessing the Kansas Department of Revenue's website at http://www.ksrevenue.org/taxclearance.html.  A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days. All applicants, including current State employees, are responsible for submitting a valid and up to date certificate with all other application materials to the hiring agency. This is in accordance with Executive Order 2004-03. If you need assistance with the tax clearance, please contact (785) 296-3199.

The position you are viewing is located in Norton.  This is a full-time, unclassified position with benefits.  Pay begins at $20.13 per hour, depending on experience and/or the skill level of the applicant

POSITION DUTIES & RESPONSIBILITIES:
This position serves as the Human Resource Administrator for District Three. Position is responsible for providing technical expertise which requires analytical thought and a high degree of concentration in multiple human resource areas including but not limited to Employment, Benefits, Employee Relations, Recruitment and Classification. The position analyzes a variety of human resource management issues and provides solutions to problem areas. Serves as first point of contact for disciplinary actions, grievances or other workplace disputes within the district. Composes and prepares disciplinary letters and other correspondence insuring that KDOT policies and state statutes are adhered to.

QUALIFICATIONS FOR THIS POSITION: 
NOTE:  If you lack any of the required experience and want us to consider relevant education, you must provide copies of your transcripts/certificates before the closing date.

Essential Requirements:
• Two years of experience in planning, directing, organizing, managing or administering personnel or human resource functions.
• Education may be substituted for experience as determined relevant by the agency.  Transcripts must be provided if substituting education.

Preferred Requirements:
• Strong communication/listening skills, leadership/management experience.
• Experience with full functions of discipline, grievances, FLSA, performance evaluations, Workers Comp.
• Supervisory experience.
• Problem resolution, consultations, recruitment and hiring process experience.
• Small group and/or one on one training experience.
• Planning and developing programs and implementing processes.
