This is a highly complex and responsible position. Work involves investigating complaints and disciplinary cases for the Board.  It involves the receipt of medical complaints and the investigations that may result in the filing of actions for revocation, and suspension or limitation of licenses when necessary. 

The investigative and inspection processes include a broad spectrum of health care professionals, complainants, witnesses and others identified in the process; administering oaths; collecting tangible evidence by subpoena or other means identified by logic, experience, training and legal standards; analyzing complex data and information; documenting and recording all processes by means of comprehensive reports, detailed logs, and memorandums requiring technical writing skills and KSBHA established methodologies in a manner that allows legal staff to present cases before review committees, Board members, administrative hearings and courts in a timely fashion without revision or further investigation; and providing testimony at depositions, public hearings and courts of law.

Minimum Requirements:
Two years investigating, fact finding or enforcing state or federal laws and regulations. Education in communications, psychology, social work, public or business administration, criminal justice or law may be substituted for experience as determined relevant by the agency. 

Minimum Competencies:
Considerable knowledge of state and federal laws, particularly the Healing Arts Act.  Ability to organize facts and evidence in difficult and complex medical cases and to make determination as to whether a case has merit. 

Preferred Criteria:
Previous law enforcement or civil investigative experience and/or experience in a health care related field, such as Risk Management, Quality Assurance/Utilization Review, Coding, Insurance, Medical Records (R.R.A., A.R.T., R.H.I.T.), health care provider (R.N., L.P.N., Paramedic, etc.)  A general understanding of the health care field that possesses keen investigative skills is preferred.  Bachelor’s Degree preferred but not required; education may be substituted for experience as determined relevant by the agency.

KANSAS TAX CLEARANCE CERTIFICATE REQUIRED:
Each applicant applying for a State of Kansas job vacancy must obtain a valid Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue's website at http://www.ksrevenue.org/taxclearance.html  A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws.
