Summary This is managerial work in charge of a troop of the Kansas Highway Patrol. Work involves planning, assigning, evaluating and counseling subordinate patrol and civilian personnel as well as participating in patrol work activities in a troop or unit of Highway Patrol headquarters. Standard Classification Factors Supervision Received - LEVEL D: "Under general direction…" Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence. Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category. Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation. Consequence of Actions or Decisions - LEVEL E: Consequences of actions or decisions at this level are highly significant. Work is rarely if ever reviewed. Errors may result in serious disruption in the operation of a major agency. Contacts - LEVEL D: The purpose of the contact is to justify, defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain cooperation or reach compromises when the information is controversial or the individuals or groups have strong differences of opinions or diverse viewpoints. Extensive use of communication techniques and well developed communication skills are required for dealing with others. Physical Demands - LEVEL C: The work requires moderate physical exertion. Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Supervision/Leadership - LEVEL E: Involves scheduling, supervising and evaluating work as a "manager" of first line supervisors or as a "first line supervisor" of workers who perform distinct and separate blocks of work generally related as to purpose but requiring different processes and methods. Responsible for hiring and disciplinary actions which may or may not require the approval of a higher level of authority. Distinguishing FeaturesDiffers from the Highway Patrol Lieutenant class which involves supervisory or limited administrative duties rather than managerial duties. Differs from the Highway Patrol Major class which involves administrative and managerial responsibility over a region or as multi-troop support staff to the superintendent and assistant superintendent at General Headquarters. EXAMPLES OF WORK PERFORMED Administers troop level programs in order to carry out agency operations, policies and procedures by directly supervising and evaluating subordinate law enforcement staff; executes directives and assignments issued by the immediate supervisor; monitors field operations; communicates with regional management staff on troop’s performance and items or happenings of interest; initiates and reviews correspondence; studies and disseminates information to subordinate law enforcement staff; monitors support services; and attends and instructs at in-service schools. Supervises law enforcement staff assigned to Executive Branch (Governors) Security detail. Plans course of action to accomplish the objectives and goals of the troop by researching staffing needs and allocations; develops and establishes office policies and procedures; prepares troop budget requests; insures troop equipment and supplies are maintained. Identifies and reconciles personnel needs and problems within a troop; counsels and disciplines in order to assure uniformity and the health and safety of all employees. Confers with the public, news media and other law enforcement agencies in order to establish good working relations; provides accurate and timely information regarding laws; makes appearances on behalf of the agency. Actively participates in law enforcement work to ensure public safety and to maintain their law enforcement skills. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge *Knowledge of Kansas traffic and vehicle laws, rules and regulations. *Knowledge of the rights of the criminally accused. *Knowledge of laws and ordinances of law enforcement, such as those pertaining to arrests, search and seizure, evidence and policies and procedures. Knowledge of methods and procedures of law enforcement. *Knowledge of the principles and practices of public and personnel administration as applied to the Highway Patrol. Knowledge in the use of business software commonly used in office environments. Abilities *Ability to collect, analyze and write clear and comprehensive reports concerning law enforcement, manpower needs, training, financial, personnel, equipment and similar data and apply the results of research to administrative or operational problems. *Ability to effectively supervise subordinate personnel and to instruct them in all pertinent phases of safety and law enforcement work. Ability to make logical and appropriate decisions in both emergency and non-emergency situations. Ability to plan and administer the program of a division or headquarters unit. *Ability to maintain composure under stressful conditions. *Ability to qualify with duty weapon on a regular basis. *Ability to observe situations analytically, impartially, and objectively, and to record pertinent information accurately and completely. *Ability to express one's self clearly and concisely, orally and in writing. *Ability to enforce laws, ordinances and regulations with skill, firmness, tact and impartiality. *Ability to use and care for police equipment, including firearms and motor vehicles. *Ability to maintain an acceptable level of physical condition. *Ability to interact with a variety of individuals to establish and maintain effective working relationships. *Ability to accurately recall and to verbally present information concisely. *Ability to read and comprehend written material for application to daily work. *Ability to operate a motor vehicle. *Ability to work long hours under difficult and arduous conditions.
