DEFINITION OF WORK

Summary

This is specialized, professional program analysis, planning, evaluation, or compliance work in administering and coordinating a specialized program or project.

Work involves responsibility for analyzing and reviewing program components to develop recommendations pertaining to policy issues, legislation or agency proposals; or administering a program to ensure compliance with applicable laws, regulations, agency policies and procedures designed to protect and promote public health. Work also includes serving as a liaison between various department and other governmental agencies, compiling data and preparing reports, developing and analyzing policies, and conducting specific projects as directed.

Standard Classification Factors

Supervision Received - Level D: "Under general direction…" Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.

Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL D: The purpose of the contact is to justify, defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain cooperation or reach compromises when the information is controversial or the individuals or groups have strong differences of opinions or diverse viewpoints. Extensive use of communication techniques and well developed communication skills are required for dealing with others.

Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending hiring and disciplinary actions to a higher level of authority.

Distinguishing Features

Differs from the Health or Environmental Planning Consultant class in which the work is specialized, consultative work in promoting health or environmental programs.

EXAMPLES OF WORK PERFORMED

Plans, organizes and directs a specialized or regulatory program and determines adherence to applicable laws, regulations, policies and procedures that protect the public on such matters relating to health, safety, food, licensing of health care facilities, pollution and environmental conditions.

Coordinates program policies and procedures with federal, state and local agency representatives to assure compliance with the appropriate guidelines, standards or requirements.

Supervises the process for corrective action and prepares formal enforcement actions in areas in which the field staff may have not been successful in obtaining compliance.

Designs and manages the maintenance or records and preparation of reports concerning compliance with standards.

Arranges and conducts meetings with groups or individuals to discuss program plans or present policy development.

Monitors and provides consultation, technical assistance and training to groups or individuals or staff members.

Conducts interviews with the media and special interest groups about program issues and administration.

Develops technical bulletins, informational handouts and educational material for awareness and distribution to the general and regulated community.

May supervise professional or technical staff.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS

Knowledge

*Knowledge of the principles and methods used in the collection, analysis and presentation of statistical, economic, health or environmental, or administrative data.

*Knowledge of the procedures and techniques used in policy research, policy and program analysis, planning, contract review, and/or grant administration.

Knowledge of the organizational structure and operations of the

agency/program and its relationship to federal, regional, and local governments.

Knowledge of the laws and regulations governing the operations of the assigned program.

Knowledge of the legislative process, the authority and responsibility of various legislative committees.

Abilities

*Ability to analyze policy issues, legislation and program needs in order to develop and conduct research studies to identify appropriate actions or policy options.

*Ability to establish and maintain effective working relationships with representatives of federal, state, regional or local agencies and governmental units.

*Ability to communicate factual information and ideas clearly and

effectively, verbally and in writing.

*Ability to plan, assign and review the work of subordinate employees.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Four years of experience in analytical work.  Education may be substituted for experience as determined relevant by the agency.
