DEFINITION OF WORK

Summary

This is specialized and skilled work flying aircraft to transport state officials to assigned destinations or collecting aerial data and information.

Employees in this class serve as pilot in command with responsibility for planning and scheduling flights; performing aircraft inspections, maintaining all necessary records, and scheduling needed maintenance. Work includes providing for the safety and comfort of passengers.

Standard Classification Factors

Supervision Received - LEVEL B: "Under general supervision…" Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequence of Actions or Decisions - LEVEL E: Consequences of actions or decisions at this level are highly significant. Work is rarely if ever reviewed. Errors may result in serious disruption in the operation of a major agency.

Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others.

Distinguishing Features

Differs from Pilot I, II, III (K.H.P.) in that this work involves law enforcement and public safety related duties.

EXAMPLES OF WORK PERFORMED

Flies the assigned aircraft under normal or instrument conditions to transport passengers to assigned locations or to provide aerial observation to others.

Performs routine inspections and ascertains whether the aircraft is in airworthy condition according to F.A.A. regulations.

Prepares and flies flight plans as necessary including analysis of such factors as weather, terrain, altitude, range, airport facilities, navigational aids, weight, and balance.

Oversees the fueling and maintenance of the aircraft.

Provides for the safety and comfort of the passengers.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS

Knowledge

*Knowledge of the operation of assigned aircraft and all pertinent instrumentation and flight procedures related to its safe operation.

*Knowledge of F.A.A. regulations that apply to pre and post flight inspections, maintenance schedules, air worthiness, and records.

Knowledge of Kansas state laws, rules, regulations, and policies pertaining to aircraft operation.

*Knowledge of weather as it relates to the operation and safety of flight.

Abilities

*Ability to operate aircraft under varying conditions.

*Ability to prepare flight plans and to keep reports as required by F.A.A. regulations.

*Ability to maintain physical condition and health at a level consistent with the special requirements for medical certification.

*Ability to make decisions concerning the advisability of requested flights based on all related information (e.g., weather conditions).

*Ability to establish and maintain satisfactory working relationships with supervisor and administrators who direct their work, and with others who work with the aircraft, and with passengers.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Current Pilot’s License and other appropriate licenses to include instrument rating.  Some positions may require Class II Medical Certification.
