DEFINITION OF WORK

Summary

This is technical and limited managerial work assisting in directing an industry at a Kansas Corrections facility.

Work involves assigning and overseeing inmates receiving on-the-job training in an industry operation; implementing operation schedules; tracking material and supply inventories; operating a quality control program for conformance to standards and regulations; overseeing maintenance of industry equipment and buildings. Incumbents assist in promoting the financial success of the industry.

Standard Classification Factors

Supervision Received - LEVEL C: "Under direction…" Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.

Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL B: Involves functional leadership responsibility. As a "senior worker", performing essentially the same or similar work as those overseen, responsibility includes training, instructing, scheduling and reviewing. As a "project leader" may be responsible for a phase(s) of a single project which includes planning, coordinating and reviewing the work of others. This level may also involve limited administrative responsibility such as participating in the evaluation of work performance.

Distinguishing Features

Differs from the Correctional Industries Manager Senior class in which the incumbents are responsible for managing and assuring the financial success of an industry at a Kansas Corrections facility.

EXAMPLES OF WORK PERFORMED

Administers the production operations of a correctional industry; executes established operation schedules.

Coordinates and monitors use of materials and supplies for efficient use and storage to minimize costs; checks material and supply inventories and notifies supervisor of depletions to meet anticipated operation schedules; ensures appropriate delivery of materials and supplies to and from the industry.

Operates a quality control program to ensure quality is equivalent to or exceeds prescribed standards and commercial products and services; inspects operation throughout process to ensure quality work and compliance with industry regulations.

Oversees the disposal of industry by-products to ensure compliance with laws and regulations.

Conducts research for development and testing of new products or operation processes.

Oversees maintenance of the building and equipment utilized in the industry to ensure compliance with applicable laws and regulations.

Trains, assigns and reviews the work of inmates; communicates and enforces safety and security regulations; assists in coordinating inmate employment and security according to laws and regulations.

Coordinates industry operations with federal and state agencies and private associations and individuals.

Oversees staff in arranging and preparing promotional activities and materials of industry services and products.

Monitors and informs supervisor of the progress of operations; responsible for industry operation in the absence of manager.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of the practices, methods, materials and equipment used in a specific industry.

Knowledge of the maintenance requirements of the equipment and buildings for a specific industry.

Knowledge of institutional regulations regarding inmate behavior.

*Knowledge of the occupational hazards and necessary safety precautions associated with a specific industry.

Abilities

*Ability to enforce the rules of a specific industry.

*Ability to operate the equipment of a specific industry.

*Ability to interpret operation schedules and assess the material and supply requirements for a specific industry.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Six month of experience in the type of industry to be managed. Education may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements:

Some positions require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services unless the incumbent is moving from one safety-sensitive position to another safety-sensitive position within the same agency performing substantially similar duties. Some positions may require a valid driver’s license.
