DEFINITION OF WORK

Summary

This is managerial work in directing an industry at a Kansas Corrections facility.

Work involves planning, developing and directing an industry operation providing on-the-job training to inmates; supervising subordinate staff and inmates; developing and issuing operation schedules; determining specifications and requirements for materials and supplies and placing orders; establishing a quality control program for conformance to standards and regulations; directing maintenance of industry equipment and buildings; promoting the industry to potential customers. Incumbents are responsible for the financial success of the industry.

Standard Classification Factors

Supervision Received - Level D: "Under general direction…" Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.

Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the any factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending hiring and disciplinary actions to a higher level of authority.

Differs from the Correctional Industries Manager class in which the incumbents assist in managing an industry at a Kansas Corrections facility.

EXAMPLES OF WORK PERFORMED

Directs, schedules and coordinates the activities of an industry; establishes and issues efficient operation schedules.

Determines the equipment, material and supply requirements necessary to meet anticipated operation schedules and places orders; prepares specifications for acceptable and affordable materials and supplies; tracks inventory and operation records to ensure anticipated demand equals supply.

Plans and directs accounting and inventory control procedures; controls and directs the receiving, handling, storing and loading activities of materials, products and supplies to minimize loss, damage and delivery errors, cost and transportation time.

Establishes a quality control program to ensure product quality is equivalent to or exceeds prescribed standards, commercial products and services and customer expectations. Responds to customer complaints and concerns related to work quality.

Arranges for the proper disposal of industry by-products according to laws and regulations.

Develops and recommends appropriate pricing guidelines for industry products and services.

Directs the maintenance of industry buildings and equipment to ensure compliance with applicable laws and regulations; keeps an adequate inventory of parts and supplies necessary to make repairs on industry buildings and equipment.

Designs prototypes and develops specifications for new or revised products or operation processes as requested.

Supervises and trains subordinate staff and inmates by assigning and reviewing work; coordinates the employment of inmates in the industry operation; establishes and enforces security procedures according to laws and regulations.

Confers with representatives of federal and state agencies, private associations and individuals to coordinate industry operations and to promote products and services; develops and recommends promotional activities and materials of industry services and products.

Monitors and informs supervisor and customers of the progress of operations; projects cost estimates for operations to manage expenses for a profit; tracks financial progress and informs supervisor.

MINIMUM REQUIREMENTS:

One year of experience in supervising production work in a manufacturing environment in the type of industry to be managed. Education may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements:

Some positions require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services unless promoting, transferring, or demoting from another designated position with the Kansas Department of Corrections.  Some positions may require a valid driver’s license.
