MANUFACTURING MANAGER4099A2 Pay Grade: 30 DEFINITION OF WORK Summary This is administrative and planning work in product development and manufacturing. Work involves the development and production of new products; design and layout of plants and production facilities; and the supervision of sales and marketing program staff. Standard Classification Factors Supervision Received - Level D: "Under general direction " Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence. Difficulty - LEVEL C: Considerable Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category. Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation. Consequence of Actions or Decisions - LEVEL E: Consequences of actions or decisions at this level are highly significant. Work is rarely if ever reviewed. Errors may result in serious disruption in the operation of a major agency. Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level. Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will. Environmental Conditions - LEVEL A: The work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms, or libraries. Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment. Exposure to deviations from pleasant environmental conditions is only occasional. The likelihood of injury is remote. Supervision/Leadership - LEVEL F: Involves scheduling, supervising and evaluating work as a supervisor to managers of first line supervisors. May administer major departmental or multi-functional programs through subordinate manager. Distinguishing Features Differs from Marketing Manager where work involves planning and directing methods of promotion, sales and distribution of products. Differs from Sales Representative where work involves developing and carting out a sales program. EXAMPLES OF WORK PERFORMED Contacts state, county, and city governments to identify new markets for products or services that could be provided. Provides technical support and liaison to the Industries Advisory Council comprised of business and industry leaders. Develops long range plans for programs to include both state operated and private sector programs. Planning includes recommending legislative changes, general policy adjustments, and system designs. Supervises sales and marketing staff, factory managers; selects other staff. Responsible for the development of new industries produced; plans, coordinates and promotes new industry programs; engineers and develops prototypes for new projects; designs new industry plant facilities. Establishes manufacturing cost estimates and prices manufactured items; monitors expenses for overhead and costs of goods sold; estimates sales and future projects. Develops and evaluates the effectiveness of procedures for the systematic flow of job orders, shipping and receiving reports and documents used in the manufacture and sale of goods. Directs the operation of the warehouse; develops procedures for receiving and shipping manufactured products and the storage of raw materials; prepares shipping schedules. REQUIRED KNOWLEDGE. ABILITIES AND SKILLS Knowledge *Knowledge of the principles and objectives of human resource planning. Knowledge of the organization and operation of state departments, institutions and agencies. Knowledge of governmental financing and budgeting procedures and systems. Knowledge of current economic, labor, industrial and educational conditions in the state. *Knowledge of principles and practices used in organization and management of industrial, trade, and service enterprises. Abilities *Ability to establish and maintain effective working relationships with legislators, public officials at all levels of government, and private sector employers. Ability to plan, promote and coordinate work force programs. Ability to analyze employment, population and income trends and projected industrial work force needs. Ability to formulate and initiate policies, procedures and standards governing work force programs. *Ability to make financial projections and estimate initial costs of setting up new businesses. *Ability to compare and evaluate information from a variety of sources and make logical conclusions from the information provided. Ability to develop employment oriented training programs. Ability to evaluate organizational work force structures and occupational needs. Ability to formulate and initiate new programs and to develop supporting policy and procedures. *Ability to make effective public presentations. *Necessary at Entry MINIMUM REQUIREMENTS: Four years of production work experience in the manufacture of consumer goods, including one of supervisory experience.
