DEFINITION OF WORK

Summary

This is work supervising employees engaged in routine safety, security or fire protection work safeguarding persons or property on the State Capitol grounds and/or various state office buildings and facilities.

Incumbents in this class are responsible for overseeing and coordinating the work of subordinate officers. Incumbents in this class also provide security protection for state property and conduct routine inspections.

Standard Classification Factors

Supervision Received - Level D: "Under general direction…" Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL B: Work is of a structured nature including duties that have several related steps. This level involves simple analysis of data, identification of easily distinguishable facts and recognition of differences in related situations. Workers at this level exercise limited independent judgment in determining methods or procedures to be used in making minor decisions. Work is normally controlled by frequent review and consultation with supervisors. When guidelines exist at this level, they are usually specific and aid in determining an approach to problems or situations. Workers at this level must be able to identify basic differences in situations to determine the actions which need to be taken.

Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.

Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL D: Involves administrative supervision responsibility. As a "first line supervisor", the primary responsibility involves scheduling, supervising and evaluating employees who perform the same or similar work. Responsible for recommending hiring and disciplinary actions to a higher level of authority. As a "project manager" may direct the activities of project leaders to develop plans and criteria and to evaluate progress and results for one or more projects.

Distinguishing Features

Differs from CASP Police Officer series in which incumbents exercise statutory law enforcement powers.

Differs from Capitol Area Security Guard I class in which the work is routine, safety and security work and not supervisory.

EXAMPLES OF WORK PERFORMED

Supervises, schedules and reviews the work of subordinate officers. Assigns or performs security or safety related work.

Participates in inspections to ensure security or safety standards are being met.

Investigates security or safety violations.

May assist in directing traffic and crowd control.

Maintains equipment to be used in the line of duty.

Documents activities by records and reports.

Identifies zones and areas for security or safety purposes and enforces the regulation of those areas.

Conducts routine training in safety and security procedures. Directs or participates in safety drills.

Performs related work as required.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

Knowledge of methods and procedures for crime and fire prevention.

Knowledge of the operation and maintenance of various fire apparatus and equipment.

Knowledge of laws, rules and regulations which pertain to city and state property.

Abilities

Ability to operate a two-way radio.

MINIMUM REQUIREMENTS:

High school diploma or equivalent and six months experience in security work.
