DEFINITION OF WORK

Summary

This is supervisory work directing the routine safety, security and fire protection work of subordinate officers to safeguard persons or property for the state of Kansas.

Incumbents in this class also conduct inspections and investigate safety, security and fire protection violations on state property.

Standard Classification Factors

Supervision Received - LEVEL B: "Under general supervision…" Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL B: Work is of a structured nature including duties that have several related steps. This level involves simple analysis of data, identification of easily distinguishable facts and recognition of differences in related situations. Workers at this level exercise limited independent judgment in determining methods or procedures to be used in making minor decisions. Work is normally controlled by frequent review and consultation with supervisors. When guidelines exist at this level, they are usually specific and aid in determining an approach to problems or situations. Workers at this level must be able to identify basic differences in situations to determine the actions which need to be taken.

Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.

Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL D: Involves administrative supervision responsibility. As a "first line supervisor", the primary responsibility involves scheduling, supervising and evaluating employees who perform the same or similar work. Responsible for recommending hiring and disciplinary actions to a higher level of authority. As a "project manager" may direct the activities of project leaders to develop plans and criteria and to evaluate progress and results for one or more projects.

Distinguishing Features

Differs from the Safety and Security Officer I class in which the incumbents perform routine safety, security and fire protection work and do not have supervisory responsibilities.

EXAMPLES OF WORK PERFORMED

Supervises and schedules the work of subordinate officers. Assigns or performs safety, security and fire protection work.

Participates in inspections to ensure safety, security and fire protection standards are being met.

Investigates safety, security and fire protection violations.

May assist in directing traffic and crowd control.

Maintains equipment to be used in the line of duty.

Documents activities by records and reports.

Identifies and regulates safety, security and fire protection areas.

Conducts routine training in safety, security and fire protection procedures.

Directs or participates in safety drills.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS

Knowledge

Knowledge of methods and procedures for crime and fire prevention.

Knowledge of laws, rules and regulations which pertain to city and state property.

Knowledge of first aid practices.

Abilities

Ability to operate a two-way radio.

Ability to remain calm under stressful situations.

Ability to communicate effectively in oral and written form.

MINIMUM REQUIREMENTS:

High school diploma or equivalent and six months experience in safety or security work. Education may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements:

Some positions in this class require that, at the time of appointment, the candidate possess a valid driver’s license.
