DEFINITION OF WORK

Summary

This is work directing safety, security or fire prevention activities for an institution or facility for the State of Kansas.

Incumbents in this class plan, organize and direct the work of lower level safety and security officers who provide security, parking and fire protection. Incumbents also coordinate security and safety operations with other departments and outside agencies.

Standard Classification Factors

Supervision Received - LEVEL C: "Under direction…" Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level.

Physical Demands - LEVEL B: The work requires light physical exertion. The employee may be required to perform handling activities with lightweight or easily moved items (e.g. books, file folders, boxes of office supplies, small machine parts, etc.); perform moving activities for brief periods; operate light equipment; perform repetitive motions for brief periods; confined to a work area.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending hiring and disciplinary actions to a higher level of authority.

Differs from the Safety and Security Officer II class which is first line supervisory work.

EXAMPLES OF WORK PERFORMED

Plans, coordinates, directs and evaluates the operations of the safety, security or fire protection activities for an institution or facility, in order to ensure that there is an appropriate level of coverage provided by all sections at all times; that the operations meet the standards and codes established by the city, county, state and federal governments, the Joint Commission on the Accreditation of Hospitals and other license or regulatory entities; that adequate and current records are kept by all sections and that new policies and procedures are developed and implemented as needed.

Assesses and responds to the need for training in order to ensure that employees are properly trained in all aspects of their work and informed about new laws, codes, and procedures by talking with employees, other department heads, personnel officers and training officers; evaluates the quality of operations; reviews or develops training packages; and arranges for training.

Plans, directs and organizes the fire prevention and fire protection activities for an institution or facility. Supervises fire fighting functions to insure maximum protection for patients and staff from fire related death or injuries. Assists in developing plans for evacuation and emergency fire and safety procedures for patients and staff. Oversees maintenance and care of fire equipment. Inspects all buildings and grounds on campus for fire and safety hazards. Inspections are made in compliance with N.F.P.A. Code 101, J.C.A.H., and hospital procedures and policy.

Directs and coordinates parking operations for a large agency. Trains and supervises lower level officers in parking rules and regulations. Makes decisions regarding impoundment and towing of vehicles.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS

Knowledge

*Knowledge of methods and procedures for crime and fire prevention.

*Knowledge of the operation and maintenance of various fire apparatus and equipment.

Knowledge of laws, rules and regulations which pertain to city and state property.

*Necessary at Entry

MINIMUM REQUIREMENTS:

High school diploma or equivalent and one year experience in safety, security or fire prevention work. Education may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements

Some positions in this class require that, at the time of appointment, the candidate possess a valid driver’s license. Some positions in this class require that, at time of appointment, some candidates must be certified as an Emergency Medical Technician or Mobile Intensive Care Technician.
