SURPLUS PROPERTY AGENT4217A2 Pay Grade: 20 DEFINITION OF WORK Summary This is specialized, technical work in inspecting, acquiring, transporting, storing and disposing of surplus property. Work involves inspecting, acquiring and classifying surplus property for resale; developing and maintaining inventory records of surplus property for easy access and efficient storage; preparing marketing publications of property; matching requests for surplus property with property acquired and initiating contact for sale. Standard Classification Factors Supervision Received - LEVEL B: "Under general supervision " Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks. Difficulty - LEVEL B: Average Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category. Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation. Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant. Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required. Physical Demands - LEVEL D: The work requires considerable physical exertion. Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Supervision/Leadership - LEVEL B: Involves functional leadership responsibility. As a "senior worker", performing essentially the same or similar work as those overseen, responsibility includes training, instructing, scheduling and reviewing. As a "project leader" may be responsible for a phase(s) of a single project which includes planning, coordinating and reviewing the work of others. This level may also involve limited administrative responsibility such as participating in the evaluation of work performance. Distinguishing Features Differs from the Procurement Officer I class in which the incumbents perform administrative work to direct limited purchasing functions for a state agency. Differs from the Correctional Industries Manager I class in which the incumbents are responsible for assisting in managing an industry for Kansas Correctional Industries. EXAMPLES OF WORK PERFORMED Conducts on-site inspections or paper reviews of surplus property to determine condition and resale value; initiates paperwork to acquire surplus property; determines if property matches requisition requests. Operates transportation equipment to transport surplus property; performs minor repair of property. Identifies the most efficient means of transporting surplus property; determines repair and transportation costs to decide if cost efficient to acquire surplus property. Coordinates placement and arrangement of surplus property in warehouse and on agency grounds for storage efficiency and easy access; develops and maintains an inventory listing of property. Prepares publications to market surplus property; coordinates arrangements for and participates in auctions of surplus property. Assists customers in making selections of and locating surplus property. Makes arrangements for and disposes of surplus property according to laws and regulations. Instructs others in surplus property and warehouse operations and procedures; trains, assigns, and reviews the work of inmates; communicates and enforces safety and security regulations; assists in coordinating inmate employment and security according to laws and regulations. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge Knowledge of the laws and regulations governing the procurement and use of surplus property. *Knowledge of the value of property. Knowledge of repair procedures and related costs. Knowledge of freight charges. Knowledge of operating heavy equipment. Knowledge of the types of surplus property useful to state agencies. Abilities *Ability to judge the condition and resale value of surplus property. *Ability to establish and maintain effective working relationships with others. *Ability to operate heavy equipment. *Ability to train others. *Ability to instruct others in the safety precautions associated with the use of machinery. *Necessary at Entry MINIMUM REQUIREMENTS: Two years of experience in surplus property management.
