JUVENILE CORRECTIONS DIRECTOR4307L1 Pay Grade: 26 DEFINITION OF WORK Summary This is administrative and managerial corrections work directing the security and control of the juvenile offender population at a juvenile correctional facility to ensure public safety, juvenile offender accountability, competency development and reintegration. Incumbents develop overall departmental goals and objectives and may serve as a member of the facility executive team. Standard Classification Factors Supervision Received - LEVEL B: "Under general supervision " Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks. Difficulty - LEVEL C: Considerable Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category. Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation. Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level. Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will. Environmental Conditions - LEVEL A: The work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms, or libraries. Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment. Exposure to deviations from pleasant environmental conditions is only occasional. The likelihood of injury is remote. Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others. Distinguishing Features Differs from the Juvenile Corrections Officer III class, which is shift management or unit management work.. EXAMPLES OF WORK PERFORMED Plans, organizes and directs a program of security and a program of activities for offenders at a juvenile correctional facility; administers a program to provide services to offenders through the responsible supervision of a staff of Juvenile Corrections Officers through subordinate supervisors. Directs the administration of juvenile services by approving staff work schedules to provide adequate coverage twenty-four hours a day, seven days a week; reviews and approves and denies staff leave and transfer requests; recommends the hiring, discipline and dismissal of all Juvenile Corrections Officers. Participates in executive-level decision making including budget development and implementation, policy development, and program development. Assists in the planning of facility-wide treatment programs for offenders displaying behavior and attitude problems by participating as a member of the professional treatment team; supervises Juvenile Corrections Officers in the implementation of treatment methods and techniques. Plans and organizes the development and maintenance of sound internal work standards, policies and procedures. Teaches segments of a formal program for the training of Juvenile Corrections Officers; evaluates the effectiveness of training programs in providing skills for Juvenile Corrections Officers recommends modifications in training programs. Directs the maintenance of files and records as required by law, agency policies and procedures. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge Knowledge of juvenile offender physical and psychological needs, and basic human behavior. * Knowledge of special problems and disturbances experienced by juvenile offenders. *Knowledge of the principles and practices of supervision and management. Knowledge of State Employee and Manager Review systems. Knowledge of the functions of all programs and living units in a state facility for juvenile offenders. Knowledge of the clinical policies, procedures, and regulations of the facility of assignment. Knowledge of effective investigation techniques. Ability to plan, organize, develop, and direct all the operations within a youth services department. Ability to organize, direct, and/or conduct comprehensive investigations. Ability to analyze situations from a broad organizational perspective and take appropriate action. Ability to develop and implement administrative procedures and operations and evaluate efficiency and effectiveness. *Necessary at Entry MINIMUM REQUIREMENTS Five years experience in
the security, control and treatment of offenders, including two years managerial
experience. Education may be substituted for experience as determined relevant
