CERTIFIED ASBESTOS WORKER6038N2 Pay Grade: 20 DEFINITION OF WORK Summary This is skilled asbestos handling work performing asbestos maintenance, encapsulation, removal and disposal tasks in buildings where hazardous asbestos has been identified. The work of this class involves following the federal and state regulations that govern the work procedures for handling asbestos. Standard Classification Factors Supervision Received - LEVEL A: "Under immediate supervision " "Immediate" means that the employee has little or no authority to select alternative work methods or to render independent judgments of any consequence. Each task is performed according to detailed instructions, written or oral. Assignments are usually for a short duration and when completed are usually checked for accuracy, adherence to instructions and established regulations, as well as the workers rate of performance. Difficulty - LEVEL B: Average Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category. Complexity - LEVEL B: Work is of a structured nature including duties that have several related steps. This level involves simple analysis of data, identification of easily distinguishable facts and recognition of differences in related situations. Workers at this level exercise limited independent judgment in determining methods or procedures to be used in making minor decisions. Work is normally controlled by frequent review and consultation with supervisors. When guidelines exist at this level, they are usually specific and aid in determining an approach to problems or situations. Workers at this level must be able to identify basic differences in situations to determine the actions which need to be taken. Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required. Physical Demands - LEVEL D: The work requires considerable physical exertion. Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Distinguishing Features Differs from the Certified Asbestos Worker Senior class whose incumbents require a level II certification, serve as a project supervisor and organize all details of asbestos maintenance, encapsulation, removal and disposal projects. EXAMPLES OF WORK PERFORMED Removes asbestos-containing materials from structures or equipment. Encapsulates friable asbestos-containing surface material with a coating or penetrating sealant to prevent the release of asbestos fibers. Razes all or a portion of a structure that houses asbestos-containing materials. Disassembles and moves components or equipment that contain asbestos-containing materials. Isolates asbestos-containing work area by erecting airtight temporary partitions, doors, windows and decontamination control facilities. Repairs or replaces asbestos-containing materials as part of an asbestos maintenance operation. Operates High Efficiency Particulate Air (HEPA)-filtered vacuuming and ventilation devices and uses wet cleaning methods to ensure clean air and surfaces. Prepares asbestos-containing materials for disposal by wetting and bagging in approved containers. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge Knowledge and understanding of the federal and state regulations governing asbestos such as the Occupational Safety and Health Administration's construction industry and safety standards and the Environmental Protection Agency's National Emission Standards for Hazardous Air Pollutants, Asbestos Hazard Emergency Response Act and the Worker Protection Rule. Knowledge and understanding of the Kansas work practice requirements that pertain to maintenance, encapsulation, removal and disposal of asbestos-containing materials. Knowledge and understanding of the safety procedures required to handle asbestos-containing materials. Knowledge and understanding of the physical characteristics, uses and health hazards of asbestos-containing materials. *Knowledge of the standard practices, tools and materials of general construction work. Abilities *Ability to understand and carry out oral and written instructions. *Ability to work in confined areas in extreme temperatures. *Ability to perform heavy physical work over prolonged periods. *Ability to comprehend and follow the safety procedures required to handle asbestos-containing materials. *Ability to work in safety clothing and respiratory equipment. *Ability to use the tools, materials and equipment used in general construction work. *Necessary at Entry MINIMUM REQUIREMENTS: Two years of experience in the building trades. Education may be substituted for experience as determined relevant by the agency. NECESSARY SPECIAL REQUIREMENTS: Must be able to pass a physical examination as required by the Environmental Protection Agency Worker Protection Rule at the time of appointment.
