DEFINITION OF WORK

Summary

This is highly skilled asbestos handling work directing the work of lower level asbestos workers and organizing all details of asbestos maintenance, encapsulation, removal and disposal projects.

The work of this class involves following the federal and state regulations that govern the work procedures for handling asbestos. The work involves continuously monitoring the asbestos project to ensure proper control of the work area for protection of the environment and asbestos workers.

Standard Classification Factors

Supervision Received - LEVEL B: "Under general supervision…" Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.

Physical Demands - LEVEL D: The work requires considerable physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL B: Involves functional leadership responsibility. As a "senior worker", performing essentially the same or similar work as those overseen, responsibility includes training, instructing, scheduling and reviewing. As a "project leader" may be responsible for a phase(s) of a single project which includes planning, coordinating and reviewing the work of others. This level may also involve limited administrative responsibility such as participating in the evaluation of work performance.

Distinguishing Features

Differs from the Certified Asbestos Worker class whose incumbents require a level I certification and primarily perform skilled asbestos maintenance, encapsulation, removal and disposal tasks.

EXAMPLES OF WORK PERFORMED

Plans and directs asbestos maintenance, encapsulation, removal and disposal projects to ensure compliance with state and federal regulations.

Directs preparation of project work area to ensure proper access control, isolation of heating, ventilation and air conditioning systems (HVAC), handling of furnishings and installation of wall and floor coverings.

Oversees safety procedures required for handling asbestos- containing materials by monitoring portable ventilation facilities, worker exposure, worker protective clothing, worker respiratory equipment, and worker decontamination facilities.

Removes asbestos-containing materials from structures or equipment.

Encapsulates friable asbestos-containing surface material with a coating or penetrating sealant to prevent the release of asbestos fibers.

Operates High Efficiency Particulate Air (HEPA)-filtered vacuuming and ventilation devices and uses wet cleaning methods to ensure clean air and surfaces.

Completes appropriate project notification and record-keeping requirements to ensure compliance with federal and state regulations.

May evaluate the work performance of lower level asbestos workers.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

Knowledge of the federal and state regulations governing asbestos such as the: Occupational Safety and Health Administration's construction industry and safety standards and the Environmental Protection Agency's National Emission Standards for Hazardous Air Pollutants, Asbestos Hazard Emergency Response Act and the Worker Protection Rule.

Knowledge and understanding of the Kansas work practice requirements that pertain to supervising the maintenance, encapsulation, removal and disposal of asbestos-containing materials.

Knowledge and understanding of the requirements for Class I and Class II asbestos worker certification, project notification requirements, record-keeping requirements and contract specifications for asbestos projects.

Knowledge and understanding of the safety procedures required to handle asbestos-containing materials, procedures for work area preparation and the health hazards, insurance and liability issues associated with asbestos exposure.

Knowledge of the procedures involved in collecting and interpreting the results of airborne asbestos samples.

*Knowledge of mechanical and electrical systems in buildings and general construction work.

Abilities

*Ability to work in confined areas in extreme temperature.

*Ability to occasionally perform heavy physical work over prolonged periods.

MINIMUM REQUIREMENTS:

Three years of experience in the building trades. Education may be substituted for experience as determined relevant by the agency.

NECESSARY SPECIAL REQUIREMENTS:

Must be able to pass a physical examination as required by the Environmental Protection Agency Worker Protection Rule at the time of appointment.  Must possess a Kansas Class II Asbestos Worker Certification within 90 days of appointment.
