MOTOR CARRIER INSPECTOR I7666L1 Pay Grade: 19 DEFINITION OF WORK Summary This is routine public safety work applying State motor carrier inspection, registration and safety laws. Incumbents in this class are responsible for routine inspections of commercial motor carriers at a stationary weigh facility. Standard Classification Factors Supervision Received - LEVEL A: "Under immediate supervision " "Immediate" means that the employee has little or no authority to select alternative work methods or to render independent judgments of any consequence. Each task is performed according to detailed instructions, written or oral. Assignments are usually for a short duration and when completed are usually checked for accuracy, adherence to instructions and established regulations, as well as the workers rate of performance. Difficulty - LEVEL B: Average Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category. Complexity - LEVEL A: Work is a simple or routine nature requiring very little analytical thought. Tasks are clearly defined, highly organized, closely related and often repetitive. Few if any alternatives exist for methods or procedures to be used. Work is usually in the form of specific assignments and is closely reviewed for accuracy and progress. When guidelines exist at this level, they are usually detailed, easy-to-follow instructions that cover all or most of the important aspects of the work. Workers at this level can readily determine the actions which need to be taken. Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required. Physical Demands - LEVEL C: The work requires moderate physical exertion. Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others. Distinguishing Features Differs from Motor Vehicle Registration Clerk I in which the work involves checking paperwork and issuing permits, and does not involve weighing vehicles and performing safety checks. Differs from Motor Carrier Inspector II which is full-performance work involving more complex inspection procedures. EXAMPLES OF WORK PERFORMED Checks the registrations of trucks; inspects or issues permits to use the highways; checks insurance coverage. Performs routine surveillance and inspections of transport motor carriers by checking registrations, licenses, permits, and tax and insurance coverage, in order to detect or deter illegal transport activities. Inspects equipment for dimensions, lights, and other safety features. Makes inspections of over-size loads; inspects for permits, proper signals, flags and clearance lights, and for special requirements such as flagman or pilot car; issues permits for oversize loads and mobile homes; checks permits to ensure compliance with state laws; issues complaint notices for violations; weighs motor carriers to ensure that no overweight vehicle travels on Kansas highways. Establishes and maintains professional lines of communication with employees, public and other law enforcement agencies. May assist in the training of new officers. Performs related work as required. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge Knowledge of the safety devices used on motor carriers and mechanical characteristics of commercial vehicles including load factors. Abilities *Ability to make simple arithmetic computations. *Ability to understand, explain and apply regulations covering a variety of stipulations regarding highway usage. *Ability to follow written and oral instructions. *Ability to maintain favorable relations with the public. *Necessary at Entry MINIMUM REQUIREMENTS: High school diploma or equivalent.
