MOTOR CARRIER INSPECTOR II7667L1 Pay Grade: 21 DEFINITION OF WORK Summary This is full performance public safety work serving in a stationary weigh facility determining compliance with designated laws, rules and regulations governing the movement of commercial carriers in the State of Kansas. Incumbents in this class are responsible for inspecting commercial motor vehicles. Standard Classification Factors Supervision Received - LEVEL A: "Under immediate supervision " "Immediate" means that the employee has little or no authority to select alternative work methods or to render independent judgments of any consequence. Each task is performed according to detailed instructions, written or oral. Assignments are usually for a short duration and when completed are usually checked for accuracy, adherence to instructions and established regulations, as well as the workers rate of performance. Difficulty - LEVEL B: Average Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category. Complexity - LEVEL B: Work is of a structured nature including duties that have several related steps. This level involves simple analysis of data, identification of easily distinguishable facts and recognition of differences in related situations. Workers at this level exercise limited independent judgment in determining methods or procedures to be used in making minor decisions. Work is normally controlled by frequent review and consultation with supervisors. When guidelines exist at this level, they are usually specific and aid in determining an approach to problems or situations. Workers at this level must be able to identify basic differences in situations to determine the actions which need to be taken. Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required. Physical Demands - LEVEL C: The work requires moderate physical exertion. Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others. Distinguishing Features Differs from Motor Carrier Inspector I in which the work is routine and involves weight, registration, and safety inspections at a stationary weigh facility. Differs from Motor Carrier Inspector III in which the work involves more complex operations and overseeing the work of others. EXAMPLES OF WORK PERFORMED Audits and inspects carriers to check proper signage, labeling, display of licenses, size, volume and weight compliances in order to determine sources of revenue taxes and fees due. Issues citations to violators, special permits, and files complaints for violations of state motor carrier laws and regulations; testifies in court. May assist in the training of new officers. Answers questions by phone and in person relative to the inspection and registration of motor carriers. Resolves complaints received, except those of an unusual nature, at assigned location. Establishes and maintains professional lines of communication with employees, public and other law enforcement agencies. Performs related work as required. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge Knowledge of state laws and regulations governing commercial motor vehicles traveling through the State of Kansas. *Knowledge of the safety devices used on motor carriers and mechanical characteristics of commercial vehicles including load factors. *Knowledge of truck weighing and inspection operations. Knowledge of commercial carrier operations. Knowledge of Kansas traffic and vehicle rules and regulations relating to vehicle movement and registration, to motor carrier operation and to driver licensing. Knowledge of sampling process for identifying dyed fuel. Abilities *Ability to maintain favorable working relationships with employees and the public. Ability to operate permanent motor carrier scales. Ability to prepare standard reports and maintain records. *Ability to understand, explain and apply regulations covering a variety of stipulations regarding highway usage. *Necessary at Entry MINIMUM REQUIREMENTS: High school diploma or
