DEFINITION OF WORK

Summary

This is fire prevention work enforcing fire and life safety codes, regulations and laws.

Work involves conducting fire safety surveys of various occupancies, explosive sites and construction areas, analyzing and preparing a report of the results of the surveys, and making recommendations to correct deficiencies in fire safety. Incumbents also assist local fire officials in planning fire and conducting public fire safety education programs, fire prevention strategy and inspection techniques and administer various fire safety programs.

Standard Classification Factors

Supervision Received - LEVEL C: "Under direction..." Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements.

Difficulty - LEVEL B: Average - Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequences of Actions and Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level.

Physical Demands - LEVEL B: The work requires light physical exertion. The employee may be required to perform handling activities with lightweight or easily moved items (e.g. books, file folders, boxes of office supplies, small machine parts, etc.); perform moving activities for brief periods; operate light equipment; perform repetitive motions for brief periods; confined to a work area.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others.

Distinguishing Features

Differs from the Fire Prevention Supervisor class which the incumbent is supervisor of Fire Prevention Inspectors.

EXAMPLES OF WORK PERFORMED

Inspects facilities, buildings and grounds, equipment maintenance, exits, electrical wiring and equipment, heating systems, fire alarm and detection systems, and emergency lighting systems for compliance with the Kansas Fire Prevention Code within an assigned district of the state; completes reports noting compliance with or violations of the Kansas Fire Prevention Code; makes recommendations for exceptions to standards for fire and life safety violations.

Inspects facilities used for processing and storing flammable liquids including LP-Gas, gasoline and diesel fuel; checks delivery hoses, relief valves, piping and containers or tanks and the general premises for fire and life safety deficiencies.

Inspects facilities and businesses licensed by the Kansas State Fire Marshal for compliance with licensing and record keeping provisions.

Confers with local fire officials and other interested parties in securing compliance with the Kansas Fire Prevention Code; advises or recommends changes in fire and life safety methods and procedures and assists in the implementation of changes.

Consults and corresponds with administrators of facilities regarding plans correcting safety deficiencies, to verify information, or to clarify the Kansas Fire Prevention Code.

Acts as a liaison with representatives from other state departments and officials of local governments on fire prevention and safety matters.

Attends meetings related to fire and life safety concerns; speaks before public and private groups on fire and life safety matters.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

Knowledge of the Kansas Fire Prevention Code, and of building and fire equipment codes.

Knowledge of fire and life safety inspection procedures and techniques.

Knowledge of State Fire Marshal Department policies and procedures.

Knowledge of provisions related to the storage, handling and transportation of flammable or combustible liquids, fireworks, and explosives.

Abilities

*Ability to identify and initiate corrective procedures for fire and life safety deficiencies.

*Ability to evaluate the operational readiness of sprinkler systems, standpipe and hose systems; fire alarm systems and head, smoke and flame detection devices; and their proper installation and location.

*Ability to maintain detailed records and to correctly, accurately and completely prepare reports.

*Ability to establish and maintain cooperative working relationships with others.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Two years experience in customer relations, communications skills and fire inspection. Education may be substituted for experience as determined relevant by the agency.
