DEFINITION OF WORK

Summary

This is advanced technical or supervisory oil field regulatory and enforcement work. Work involves independently performing technical duties requiring the application of advanced knowledge and skills and/or supervising lower level technicians.

Work also includes the application of independent judgment in determining action to take in situations deviating from normal or standard procedures and methods.

Standard Classification Factors

Supervision Received - LEVEL D: "Under general direction..." Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.

Difficulty - LEVEL C: Considerable - Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple, unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation.

Consequences of Actions and Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL D: The purpose of the contact is to justify, defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain cooperation or reach compromises when the information is controversial or the individuals or groups have strong differences of opinions or diverse viewpoints. Extensive use of communication techniques and well developed communication skills are required for dealing with others.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL B: Involves functional leadership responsibility. As a "senior worker", performing essentially the same or similar work as those overseen, responsibility includes training, instructing, scheduling and reviewing. As a "project leader" may be responsible for a phase(s) of a single project which includes planning, coordinating and reviewing the work of others. This level may also involve limited administrative responsibility such as participating in the evaluation of work performance.

Distinguishing Features

Differs from Petroleum Industry Regulatory Technician I class in which the incumbents perform a wide range of specialized oil field regulatory and enforcement work with little or no supervisory responsibility.

EXAMPLES OF WORK PERFORMED

Writes and prepares technical reports, correspondence, and related material for validating compliance or noncompliance; advises operators and plant managers of the findings and discusses controls, solutions and actions to be taken; and makes recommendations concerning the need for legal enforcement actions.

Administers and coordinates complex inspections and investigations of complaints to detect violations of oil field regulations which could result in water pollution, and waste of hydrocarbon resources. Investigates complaints involving abandoned, unplugged wells, substandard and unreliable saltwater disposal systems, contamination of freshwater wells by oil field operations, reports of crude oil and saltwater spills, and allegations of unwarranted wastage of nonrenewable natural resources, such as crude oil, gas condensate, natural gas, and/or helium by way of venting of flaring into the open atmosphere or through wanton leakage.

Inspects leases to determine if operators are in compliance with regulations pertaining to saltwater or oil spills, oil field waste management practices, abandoned wells, oilfield waste management practices, surface ponds, underground injection control (UIC) wells, gas venting, and proper well locations; and evidence pertinent to the activity.

Oversees, instructs and makes work assignments for petroleum industry regulatory technicians in carrying out special inspections and investigations of complaints about infractions of Commission regulations which could result in water pollution, waste of hydrocarbon resources, and violations of correlative rights.

Works closely with compliance personnel and compliance attorney in Wichita central office to prepare compliance cases for issuance of administrative penalty orders or for show cause hearings; ensures that field reports of compliance investigations are accurate and complete and that adequate documentation exists to take cases to hearing; follows up on requests of Central Wichita compliance staff for further information.

Schedules meetings as necessary with operators to discuss implementation of compliance objectives in a timely manner; oversees fee fund plugging program under supervision of district supervisor.

Presents testimony for compliance matters requiring hearing; assists compliance attorney in gathering and preparing witnesses for hearing.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of English usage, spelling and written communications.

Knowledge of agency rules, regulations, policies and procedures.

*Knowledge of the methods and equipment used in measuring oil and gas well production, including well drilling and plugging and the ability to operate the same.

Abilities

*Ability to perform algebraic or other mathematical calculations.

*Ability to analyze and evaluate technical materials and data for the applications to daily work.

*Ability to establish and maintain effective working relationship with co-workers, oil and gas producers and their representatives, landowners, other agency employees and the general public.

Ability to operate and maintain electronic and computer equipment and software systems.

*Ability to communicate ideas effectively, orally, and in writing.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Two years of experience in petroleum exploration, production or operation.  Education may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements:  

Must possess a valid driver's license at time of appointment.
