DEFINITION OF WORK

Summary

This is highly responsible administrative and supervisory work managing a major organizational unit. Work involves planning, organizing and directing the administration of major engineering programs which requires an extremely high degree of complexity and the consequences of actions are highly significant. Incumbents in this class direct the supervision of employees, including subordinate managers; coordinate the work internally and with other organizational units; and prepare impact notes on specific programs in response to requests from the agency head or the legislature. Work also includes responsibility for preparing reports of programs operations and results.

Standard Classification Factors

Supervision Received - LEVEL E: "Under administrative direction…" At this level, employees are free to plan, develop and organize all phases of the work necessary for its completion within program guidance. Generally, they can develop and utilize any procedures and methods which do not conflict with major policies. Supervision is generally exercised over them through staff conference-type discussions and a review of progress reports.

Difficulty - LEVEL D: Unusual… The type of position which requires the exercise of unusual managerial, administrative, or scientific skill often involving several unrelated activities, frequent decisions, meeting of deadlines, negotiations with other high level functionaries, and planning, organizing, developing and coordinating large scale work projects requiring an unusual amount of concentration and analytic ability or unusually difficult engineering or scientific research or development or both.

Complexity - LEVEL F: Work is of an extremely diverse and/or highly complex nature characterized by undefined activities and constantly changing conditions, situations and problems. Workers at this level must analyze abstract and complicated situations. Workers may be required to formulate theories, concepts and policies or to plan short and long-range objectives or pogroms and to resolve the problems that result.

Consequence of Actions or Decisions - LEVEL E: Consequences of actions or decisions at this level are highly significant. Work is rarely if ever reviewed. Errors may result in serious disruption in the operation of a major agency.

Contacts - LEVEL D: The purpose of the contact is to justify, defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain cooperation or reach compromises when the information is controversial or the individuals or groups have strong differences of opinions or diverse viewpoints. Extensive use of communication techniques and well developed communication skills are required for dealing with others.

Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL F: Involves scheduling, supervising and evaluating work as a supervisor to managers of first line supervisors. May administer major departmental or multi-functional programs through subordinate manager.

Distinguishing Features

Differs from the Professional Civil Engineer III in which the incumbent has authority over an organizational unit with a more limited focus and the degree of complexity and consequences of actions are less.

EXAMPLES OF WORK PERFORMED

Plans, organizes and directs the operations of a major transportation bureau with responsibility for administering the most complex programs such as materials testing and research or highway design.

Supervises or directs the supervision of a bureau staff of administrative, technical, trades or clerical employees engaged in planning and projecting major transportation programs. Develops and prepares rules and procedures necessary to carry out agency program objectives.

Prepares impact statements of pending legislation in response to requests from the agency head or legislators; prepares the bureau's budgetary requests and develops all supporting data; determines staffing needs to carry out transportation programs.

Directs the preparation of statistical, financial or operational reports on all work of the bureau; evaluates and recommends programs and budget requirements to execute assigned responsibilities.

Represents the agency at public meetings and conferences to provide information and resolve problems.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of appropriate agency programs.

*Knowledge of agency policies, rules and regulations and applicable state and federal laws.

*Knowledge of the principles and practices of effective supervision and management.

*Knowledge of the engineering principles and practices applied in civil engineering.

Abilities

*Ability to plan and administer the work of a large staff of professional, technical, trades or clerical employees.

*Ability to communicate effectively orally and in writing.

*Ability to establish and maintain effective working relationships with associates, consultants, public officials, contractors, and the general public.

MINIMUM REQUIREMENTS:

Professional Engineering License recognized by the Kansas Board of Technical Professions and seven years of experience in engineering, including three years of supervisory experience.
