PROFESSIONAL CIVIL ENGINEER II8260B1 Pay Grade: 35 DEFINITION OF WORK Summary This is supervisory or specialized professional civil engineering work. Work involves directing a major engineering function of a statewide program, directing all highway construction activities in a geographic district or performing work in a specialized phase of engineering, which includes serving as an expert technical specialist. Except for the technical specialist, this class entails the administrative and supervisory responsibilities which are involved in the direction of a major project or unit. Standard Classification Factors Supervision Received - Level D: "Under general direction " Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence. Difficulty - LEVEL C: Considerable Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category. Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation. Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level. Physical Demands - LEVEL C: The work requires moderate physical exertion. Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible. Supervision/Leadership - LEVEL E: Involves scheduling, supervising and evaluating work as a "manager" of first line supervisors or as a "first line supervisor" of workers who perform distinct and separate blocks of work generally related as to purpose but requiring different processes and methods. Responsible for hiring and disciplinary actions which may or may not require the approval of a higher level of authority. Distinguishing Features Differs from the Professional Civil Engineer I which has a more limited scope and the assignments are more specific. Differs from the Professional Civil Engineer III which has administrative responsibility for directing a state-wide program or all activities within a district. EXAMPLES OF WORK PERFORMED Directs a major engineering function of a statewide highway program such as the development of highway or bridge plans, all material testing, special highway studies and planning, or other engineering functions of comparable scope and complexity. Serves as a principal assistant to a major engineering department supervisor by coordinating internal department operations and providing professional guidance and direction in a specialized area such as the computer-aided drafting and drawing system. Establishes and directs the maintenance of a system to schedule and monitor all highway preconstruction activities; provides coordination required to meet established deadlines and priorities. Oversees all construction, maintenance, or materials activities for a large geographic area. Directs a major technical support function for the state's water regulation and administration agency by planning, scheduling and supervising engineers and hydrologists. Directs preparation of detailed reports of hydrologic analyses and investigations pertaining to water management and regulations for both interstate and intrastate matters; may testify as an expert witness at hearings or in court cases. Directs statewide regulatory programs such as dam safety programs, watershed analysis, water structure inventories, or other permit and approval programs. Conducts independent research; analyzes data and recommends alternatives. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge Knowledge of the principles of effective supervision and administration. *Knowledge of authoritative reference works in the general field of civil engineering. Knowledge of state and federal laws and regulations related to the appropriate specialty. *Knowledge of the engineering principles and practices applied in civil engineering. Knowledge of soil and materials testing. Knowledge of groundwater and surface water hydrology and hydraulics. Knowledge of Kansas water laws. Abilities *Ability to plan and administer the work of a large staff of professional, technical, clerical, and trades employees. *Ability to communicate clearly and effectively in writing and orally. *Ability to establish and maintain effective working relationships with associates, subordinates, consultants, public officials, contractors' employees, and the public. *Ability to prepare, interpret, and utilize civil engineering plans, maps, specifications, and reports. *Ability to perform algebraic and trigonometric computations applied to engineering surveying and design operations. Ability to operate a computer and use software for bridge or road design, cartography, and other engineering functions. *Necessary at Entry MINIMUM REQUIREMENTS: Professional Engineering License recognized by the Kansas Board of Technical Professions and six years of experience in engineering.
