DEFINITION OF WORK

Summary

This is highly advanced administrative professional work in civil engineering with responsibility for directing a major statewide program or administering all activities in a district.

Work includes major involvement in formulating and implementing programs with statewide impact which entails making decisions that require the highest level of technical engineering expertise as well as an understanding of the management impacts of these decisions.

Standard Classification Factors

Supervision Received - LEVEL E: "Under administrative direction…" At this level, employees are free to plan, develop and organize all phases of the work necessary for its completion within program guidance. Generally, they can develop and utilize any procedures and methods which do not conflict with major policies. Supervision is generally exercised over them through staff conference-type discussions and a review of progress reports.

Difficulty - LEVEL D: Unusual… The type of position which requires the exercise of unusual managerial, administrative, or scientific skill often involving several unrelated activities, frequent decisions, meeting of deadlines, negotiations with other high level functionaries, and planning, organizing, developing and coordinating large scale work projects requiring an unusual amount of concentration and analytic ability or unusually difficult engineering or scientific research or development or both.

Complexity - LEVEL E: Work is of a highly diverse and/or complex nature characterized by a broad range of activities and frequently changing conditions, situations and problems. Considerable analytical thought is necessary for interpreting a variety of factors, problems and alternatives for methods and procedures. Work requires the origination of ideas, techniques and programs for solving technical problems or complicated situations. Workers at this level exercise a high degree of responsibility for independent judgment and may participate in major program changes or policy decisions. Work may be reviewed by occasional conferences or reports to superiors. When guidelines exist at this level, they are normally characterized by regulations, policies or complex technical manuals.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL D: The purpose of the contact is to justify, defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain cooperation or reach compromises when the information is controversial or the individuals or groups have strong differences of opinions or diverse viewpoints. Extensive use of communication techniques and well developed communication skills are required for dealing with others.

Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL E: Involves scheduling, supervising and evaluating work as a "manager" of first line supervisors or as a "first line supervisor" of workers who perform distinct and separate blocks of work generally related as to purpose but requiring different processes and methods. Responsible for hiring and disciplinary actions which may or may not require the approval of a higher level of authority.

Distinguishing Features

Differs from the Professional Civil Engineer II which has more limited administrative responsibilities or would only be responsible for a portion of an established program.

Differs from the Professional Civil Engineer IV class in which incumbents perform as a manager of a major organizational unit which requires an extremely high degree of complexity and the consequences of actions are highly significant.

EXAMPLES OF WORK PERFORMED

Directs and controls an engineering unit involving a major statewide engineering program.

Serves as a district engineer by directing and controlling all construction, maintenance, and materials control and testing activities in a large geographical area of the state.

Coordinates assigned engineering functions and activities with other departments, divisions, and state agencies.

Represents the agency at public meetings and conferences to provide information and resolve problems.

Plans, assigns, reviews and evaluates the work of a large group of professional, technical, and clerical employees.

Develops the budget and work program for the district or program.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of the principles of effective supervision and administration.

*Knowledge of state and federal laws and regulations related to the appropriate specialty.

*Knowledge of soil and material testing and research.

*Knowledge of authoritative reference works in the general field of civil engineering.

*Knowledge of the engineering principles and practices applied in civil engineering.

Abilities

*Ability to plan and administer the work of a large staff of professional, technical, clerical and trades employees.

*Ability to communicate clearly and effectively orally and in writing.

*Ability to establish and maintain effective working relationships with associates, subordinates, consultants, public officials, contractors, and the public.

*Ability to prepare, interpret, and utilize civil engineering plans, maps, specifications, and reports.

*Ability to perform algebraic and trigonometric computations applied to engineering surveying and design operations.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Professional Engineering License recognized by the Kansas Board of Technical Professions and any seven years of experience in engineering, including one year of supervisory experience.
