DEFINITION OF WORK

Summary

This is advanced professional and managerial work in mechanical, electrical, structural engineering or facilities management. Work involves responsibility as a program manager for the approval of all plans and specifications in the design, review and/or modification of building systems on large and varied projects.

Standard Classification Factors

Supervision Received - LEVEL E: "Under administrative direction…" At this level, employees are free to plan, develop and organize all phases of the work necessary for its completion within program guidance. Generally, they can develop and utilize any procedures and methods which do not conflict with major policies. Supervision is generally exercised over them through staff conference-type discussions and a review of progress reports.

Difficulty - LEVEL D: Unusual… The type of position which requires the exercise of unusual managerial, administrative, or scientific skill often involving several unrelated activities, frequent decisions, meeting of deadlines, negotiations with other high level functionaries, and planning, organizing, developing and coordinating large scale work projects requiring an unusual amount of concentration and analytic ability or unusually difficult engineering or scientific research or development or both.

Complexity - LEVEL E: Work is of a highly diverse and/or complex nature characterized by a broad range of activities and frequently changing conditions, situations and problems. Considerable analytical thought is necessary for interpreting a variety of factors, problems and alternatives for methods and procedures. Work requires the origination of ideas, techniques and programs for solving technical problems or complicated situations. Workers at this level exercise a high degree of responsibility for independent judgment and may participate in major program changes or policy decisions. Work may be reviewed by occasional conferences or reports to superiors. When guidelines exist at this level, they are normally characterized by regulations, policies or complex technical manuals.

Consequence of Actions or Decisions - LEVEL E: Consequences of actions or decisions at this level are highly significant. Work is rarely if ever reviewed. Errors may result in serious disruption in the operation of a major agency.

Contacts - LEVEL D: The purpose of the contact is to justify, defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain cooperation or reach compromises when the information is controversial or the individuals or groups have strong differences of opinions or diverse viewpoints. Extensive use of communication techniques and well developed communication skills are required for dealing with others.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL E: Involves scheduling, supervising and evaluating work as a "manager" of first line supervisors or as a "first line supervisor" of workers who perform distinct and separate blocks of work generally related as to purpose but requiring different processes and methods. Responsible for hiring and disciplinary actions which may or may not require the approval of a higher level of authority.

Distinguishing Features

Differs from the Building Systems Engineer II class in which incumbents have less leadership and program responsibilities.

Differs from the architect classes which deal primarily with design issues and do not have responsibility for overall building systems management.

EXAMPLES OF WORK PERFORMED

Consults with state agencies and provides needs assessment and assistance in the preparation of building design programs including accurate budget estimates used as a basis for appropriating funds.

Designs building systems in order to complete the required specifications and budget estimates used as a basis for budgeting appropriations for the construction of complicated building facilities in connection with a variety of state construction projects.

Advises and consults with project architects and engineers on layout and design of buildings, and related site developments in order to obtain the performance required by the user agency.

Designs and implements a comprehensive in-service training program for unlicensed engineers in order to ensure professional growth and the ability to pass the professional engineer licensing examination.

Coordinates the work of mechanical, electrical and structural engineering consultants. Provides leadership in organizing and prioritizing decision making required to design buildings and prepare bid documents for building projects.

Supervises the design and checking of buildings, including the required plans, specifications, cost estimates and bidding of the construction for a variety of state construction projects.

Reviews and makes determinations regarding preliminary and final plans and specifications prepared by project architects or engineers for complex projects.

Supervises professional subordinates engaged in the review of agency programs and preliminary plans submitted by consultants in order to assure correctness and conformity with contract requirements; or designing portions of major projects.

Supervises on-site studies and inspections of state institutions

and buildings for proposed repairs, replacements, or new installations of a complex nature; serves as consultant on such projects in order to obtain the desired result within the scope of sound building design standards.

Provides professional advice and direction in the design, construction and maintenance of a wide variety of buildings and equipment.

Issues notice to contractor to proceed, reviews pay voucher submittals, writes change orders, maintains project correspondence files, checks shop drawings, accomplishes necessary file inspections, resolves field problems and issues certificate of completion.

Supervises construction observation and administration, change orders and pay requests on projects in order to ensure compliance with contract documents.

Assists in the process of qualifying, evaluating and selecting engineering firms for consideration by the State Building Advisory Commission and the agency negotiating committees. Assists with preparing building program evaluations and wording to be used in contracts. Participates in the preparation and verification of agency project budgets which become the basis for state funding by appropriations.

Participates in the formation, development and maintenance of the policies and procedures for implementing the state's design and building construction process; and consults with management on current and long range plans to determine or justify project feasibility.

Provides supervision of professional employees in order to ensure that the work is completed in a timely and proper manner and in conformity with established guidelines.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of the modern principles and practices of mechanical, electrical, structural engineering, or architecture as applied to complex mechanical, electrical or structural systems equipment, design, installation, and operation.

Knowledge of the principles and practices of supervision.

Abilities

*Ability to conduct field surveys on complex projects to obtain data for use in preparing plans and specifications for desired engineering improvements.

*Ability to prepare complete and concise reports and recommendations on mechanical, electrical or structural engineering problems.

*Ability to establish and maintain effective working relationships with associates, engineers, architects, contractors and officials of state agencies.

*Ability to make all types of difficult mathematical computations as required in the practice of mechanical, electrical, structural engineering, or architecture.

*Ability to organize the operations of facilities management within the agency and provide scheduling for all in-house projects to be accomplished within the engineering section.

*Ability to coordinate the work of project teams to accomplish the agency objectives in a timely manner.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Licensed as a professional engineer by the Kansas Board of Technical Professions and five years of experience as a licensed engineer.
