DEFINITION OF WORK

Summary

This is supervisory and technical work in the operation of a grain mill laboratory.

Employees in this class supervise the operation and maintenance of equipment in a research grain milling laboratory and coordinate the use of the feed mill for instructional and research purposes. Work includes responsibility for record-keeping such as production, ingredient and inventory records, supply and drug records, purchasing requisitions, and other related records. Responsible for the training and supervision of grain mill technicians.

Standard Classification Factors

Supervision Received - LEVEL C: "Under direction..." Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements.

Difficulty - LEVEL B: Average - Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequences of Actions and Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.

Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending hiring and disciplinary actions to a higher level of authority.

Distinguishing Features

Differs from the Grain Mill Technician class in which the incumbents are responsible for the hands-on technical operation and maintenance of grain milling equipment.

EXAMPLES OF WORK PERFORMED

Supervises a grain milling operation including feed production equipment, maintenance of records, planning and scheduling of production runs, delivery of product to research animals and inspections of facilities, equipment and production process to ensure conformance with required methods.

Coordinates and schedules the use of the feed mill for instructional and research purposes.

Supervises the installation and construction of experimental equipment and facilities.

Supervises, schedules, and participates in the maintenance of equipment used in the feed and flour milling operations.

Supervises, trains, and evaluates employees working in the feed and flour mills.

Maintains production records, ingredient and inventory records, purchases of supplies and drugs, records of problems in production, and results of the experimental procedures completed.

Maintains procedures on the safe operation of equipment; meets requirements established by the Food and Drug Administration for use of pest control chemicals and measure used for sanitation.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of the equipment, techniques, methods, and procedures of grain milling.

*Knowledge of the methods, techniques, and equipment used in analyzing the quality of grains.

*Knowledge of the principles and techniques of supervision.

*Knowledge of purchasing and inventorying of equipment, supplies, drugs, and chemicals.

Abilities

*Ability to supervise, train, schedule and evaluate grain milling employees.

*Ability to plan, coordinate, and schedule the operations of a grain mill.

*Ability to schedule and supervise equipment inspections, maintenance, repair, and replacement.

*Ability to establish and maintain records and to prepare accurate reports of operations.

*Ability to implement new techniques, procedures, and policies for the operation of a new or existing grain mill.

*Ability to use and care for tools and equipment used in grain mill technology.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Three years of experience in grain milling.  Education in milling science and management may be substituted for experience as determined relevant by the agency.

Necessary Special Requirements:  

Some positions in this class require possession of a Kansas Department of Agriculture commercial pesticide applicator's license within six months of employment.
