DEFINITION OF WORK

Summary

This is administrative or specialized law enforcement enforcing laws, rules and regulations which govern the operation of commercial motor carriers in the State of Kansas.

Incumbents in this class have full supervisory responsibility for the operations of stationary and mobile inspection stations within an assigned area and evaluating and implementing changes in the station's fiscal control policies and procedures.

Standard Classification Factors

Supervision Received - LEVEL C: "Under direction…" Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements.

Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.

Physical Demands - LEVEL D: The work requires considerable physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending hiring and disciplinary actions to a higher level of authority.

Distinguishing Features

Differs from Motor Carrier Inspector III class which incumbents perform supervisory activities in mobile units and stationary state motor carrier enforcement sites.

Differs from Motor Carrier Inspection Lieutenant class in which incumbents perform managerial duties involving first line supervisors in field units.

EXAMPLES OF WORK PERFORMED

Supervises the operations of stationary and mobile motor carrier inspection stations within an assigned area; ensures that the weighing and inspection work in an assigned area is performed in accordance with state laws, rules and regulations.

Performs monthly audits of records at stationary inspection stations to evaluate fiscal control policies and procedures.

Prepares preliminary budget, including equipment and personnel needs, for the assigned regions; maintains inventory control procedures and delivers supplies as needed.

Supervises the work of subordinate Motor Carrier Inspectors in the operation of a stationary enforcement unit and mobile enforcement units when several units are operating in a single location.

Patrols highways between stations to spot check motor carriers that have missed or evaded a stationary or mobile inspection station.

Provides training recommendations related to the content and procedures used to train subordinate Motor Carrier Inspectors.

Performs related work as required.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of state laws and regulations governing commercial motor vehicles traveling through the State of Kansas.

Knowledge of departmental rules and regulations governing the methods and procedures for making motor carrier inspections.

Knowledge of the safety devices used on motor carriers and mechanical characteristics of commercial vehicles including load factors.

*Knowledge of the operation of portable motor carrier weighing scales and truck weighing and inspection operations.

Knowledge of commercial carrier operations.

Knowledge of the principles and practices of supervision.

*Knowledge of simple arithmetic.

Knowledge of Kansas traffic and vehicle rules and regulations relating to vehicle movement and registration, to motor carrier operation and to driver licensing.

Abilities

*Ability to maintain favorable working relationships with employees and the public.

*Ability to supervise subordinates in the weighing and inspection of motor carriers.

Ability to operate permanent and portable motor carrier scales.

Ability to prepare standard reports and maintain records.

Ability to make simple arithmetic computations.

*Ability to understand, explain and apply regulations covering a variety of stipulations regarding highway usage.

*Necessary at Entry

MINIMUM REQUIREMENTS:

High school or equivalent and limited independent work experience in motor carrier compliance and leadership ability at the supervisory level.

NECESSARY SPECIAL REQUIREMENTS:

This class requires the use of a firearm for law enforcement duties; therefore, to be eligible for appointment to a position in this class, candidates cannot have been convicted of a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. § 922 (d) (9) and (g) (9).

Positions in this class require the employee be certified as a law enforcement officer by the Kansas Law Enforcement Training Commission. Certification must be obtained before the employee is given permanent status. The employee must complete a basic law enforcement training program recognized by the Kansas Law Enforcement Training Commission and annual training as required by K.S.A. 74-5607a.

Positions in this class require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services.
