DEFINITION OF WORK

Summary

This is specialized work in the application of State motor vehicle inspection, registration and safety laws. Incumbents in this class are responsible for performing routine examination of motor carrier registrations, permits, tax and insurance certificates or examination of vehicle identification number, verifications and titles.

Standard Classification Factors

Supervision Received - LEVEL C: "Under direction…" Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL B: Work is of a structured nature including duties that have several related steps. This level involves simple analysis of data, identification of easily distinguishable facts and recognition of differences in related situations. Workers at this level exercise limited independent judgment in determining methods or procedures to be used in making minor decisions. Work is normally controlled by frequent review and consultation with supervisors. When guidelines exist at this level, they are usually specific and aid in determining an approach to problems or situations. Workers at this level must be able to identify basic differences in situations to determine the actions which need to be taken.

Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.

Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required.

Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will.

Environmental Conditions - LEVEL A: The work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms, or libraries. Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment. Exposure to deviations from pleasant environmental conditions is only occasional. The likelihood of injury is remote.

Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others.

Distinguishing Features

Differs from Motor Carrier Inspection Sergeant class in which incumbents perform administrative and supervisory motor carrier inspection duties which require the exercise of law enforcement powers.

Differs from Motor Carrier Inspector II class in which incumbents perform motor carrier inspection duties which require the exercise of law enforcement powers.

Differs from Motor Vehicle Registration Clerk I class in which incumbents perform routine examination of motor carrier registrations and other required papers.

EXAMPLES OF WORK PERFORMED

At a port of entry or stationary weigh facility, inspects and/or sells temporary carrier registrations; fuel use tax permits; operating authority permits to use highways in the State of Kansas; and sells trip permits for oversize and overweight vehicles.

Examines the vehicle identification number, odometer reading and engine compartment data for signs of tampering or alteration.

Examines vehicle titles for accuracy, authenticity and evidence of alteration.

Receives and records cash receipts; prepares tabulations of receipts; deposits/forwards monies collected and maintains complete and accurate fiscal records.

At a port of entry, orders supplies required by the general operation and directs the general maintenance of the facility.

Provides information concerning the Motor Vehicle Enforcement program or motor carrier regulations relating to interstate and intrastate commercial operations to commercial operators, carriers, and the general public.

Prepares and submits administrative reports and forms required by the Kansas Highway Patrol.

Performs related work as required.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

*Knowledge of the state laws and regulations governing commercial motor vehicles traveling through the State of Kansas.

*Knowledge of vehicle identification number structure.

Knowledge of State of Kansas vehicle titling laws.

Abilities

*Ability to make simple arithmetic computations.

Ability to prepare standard reports and maintain records.

*Ability to understand, explain, and apply appropriate regulations.

*Ability to follow written and oral instructions.

*Ability to maintain favorable relations with the public.

Ability to supervise subordinates in the examination of motor carriers.

MINIMUM REQUIREMENTS:

High school or equivalent and routine work experience in motor carrier inspection.
