DEFINITION OF WORK
Summary
This is technical work conducting testing and analysis of all
elements of the telecommunications network, including power, communications equipment,
software, lines, modems, and terminals. Work involves monitoring network resources and in
performing corrective action when necessary. Emphasis is placed on gaining technical
expertise.
Standard Classification Factors
Supervision Received - LEVEL A: "Under immediate
supervision
" "Immediate" means that the employee has little or no
authority to select alternative work methods or to render independent judgments of any
consequence. Each task is performed according to detailed instructions, written or oral.
Assignments are usually for a short duration and when completed are usually checked for
accuracy, adherence to instructions and established regulations, as well as the
workers rate of performance.
Difficulty - LEVEL A: Routine
Where the work is usually
repetitive and the employee works from detailed instructions, the difficulty is usually
limited to accuracy and speed.
Complexity - LEVEL B: Work is of a structured nature including
duties that have several related steps. This level involves simple analysis of data,
identification of easily distinguishable facts and recognition of differences in related
situations. Workers at this level exercise limited independent judgment in determining
methods or procedures to be used in making minor decisions. Work is normally controlled by
frequent review and consultation with supervisors. When guidelines exist at this level,
they are usually specific and aid in determining an approach to problems or situations.
Workers at this level must be able to identify basic differences in situations to
determine the actions which need to be taken.
Consequence of Actions or Decisions - LEVEL A: Consequences of
actions or decisions at this level are insignificant as the work is normally closely
reviewed and errors are easily detected by a standard check or cross-check. Costs due to
errors are negligible.
Contacts - LEVEL A: The purpose of the contact is to obtain,
clarify, give or screen established factual information, regardless of the type (i.e.,
easily understood or technical) within a well-defined relationship. Normal communication
skills are required.
Physical Demands - LEVEL A: The work is predominantly sedentary
and requires minimal or negligible physical exertion. The employee is normally seated;
however, the nature of the work allows for periods of standing or walking at will.
Environmental Conditions - LEVEL A: The work environment involves
normal everyday hazards or discomforts typical of offices, meeting and training rooms, or
libraries. Comfortable levels of temperature, ventilation, lighting and sound are inherent
in the work environment. Exposure to deviations from pleasant environmental conditions is
only occasional. The likelihood of injury is remote.
Supervision/Leadership - LEVEL A: No supervisory or leadership
responsibility; may explain work instructions or assist in training others.
Distinguishing Features
Differs from the Network Control Technician II class in which
incumbents work independently performing a wider variety of duties.
EXAMPLES OF WORK PERFORMED
Receives telephone calls from users reporting network problems;
prompts callers to provide complete descriptions in order to determine the nature of the
problem.
Attempts to solve, on the telephone, problems related to the
user's lack of knowledge of network features; provides the user with information on the
telecommunications system being used.
Uses a data communications terminal to communicate with the local
telecommunications switching system to determine whether a user problem is related to
software, local communications lines, user equipment, or a network; when possible, solves
problems through terminal input.
Refers complex problems to a higher-level Network Control
Technician or to the proper telecommunications company or equipment supplier.
Assists in monitoring data terminals and microcomputers that are
connected to the law enforcement network, the state's distributed data communications
network, mainframe computer centers, remote telecommunications switching centers, and
other network facilities to determine trends that indicate potential problems.
Follows standard procedures to monitor telecommunications nodes
throughout the state and takes prescribed action to resolve problems.
Reports action taken on a problem to the network user and verifies
that the problem has been resolved.
Records trouble calls using a computer terminal or microcomputer;
updates file upon problem resolution.
Maintains network data base using a microcomputer and/or mainframe
computer. Extracts information required by technicians in identifying the individual
wires, cables, and cross connections that make up the network.
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
Knowledge
Knowledge of telecommunications systems and network features.
Knowledge of telecommunications terminology.
Knowledge of network monitoring and testing equipment.
Abilities
*Ability to read and interpret technical information from computer
screens and printouts.
*Ability to type information into a computer terminal.
Ability to operate network monitoring equipment.
*Ability to communicate effectively, orally and in writing.
*Ability to establish effective working relationships with
managers, technical staff, and vendors.
