DEFINITION OF WORK
Summary
This is supervisory work directing highway maintenance activities
for a specific geographic region.
Incumbents must be capable of allocating the necessary resources
in a timely fashion in accordance with the applicable rules and regulations in order to
keep roads maintained and repaired. The safety of all employees and the public is a major
consideration in all phases of the process, as well as maintaining good relations with the
public.
Standard Classification Factors
Supervision Received - Level D: "Under general
direction
" Employees at this level are usually in charge of a large and
important organizational unit. They plan and carry out assignments with little
supervision. They report regularly to a superior, usually by means of occasional
conferences, to discuss work progress or new problems which require advice from above.
This designation will pertain to classes with a high order of independence.
Difficulty - LEVEL C: Considerable
Duties which require a
high degree of concentration because of the many factors which must be considered and
weighed before a decision can be reached. Usually positions that require planning,
developing, and coordinating programs and directing fairly large groups of people fall
into this category.
Complexity - LEVEL C: Work is of a standardized nature that may
involve a variety of duties. Analytical thought becomes more important at this level due
to increased data and changing situations. Tasks usually have several steps, some of which
may not be directly related. Alternatives may exist for processes or methods to be used in
solving problems. Workers at this level exercise a moderate amount of independent
judgment. Work is controlled by routine review and reporting to or consultation with
supervisors. When guidelines exist at this level, they tend to be more complicated or
technical in nature requiring careful interpretation.
Consequence of Actions or Decisions - LEVEL C: Consequences of
actions or decisions at this level are limited in scope and effect as the work is reviewed
occasionally. Errors may cause moderate inefficiency. Costs due to errors may be
significant.
Contacts - LEVEL B: The purpose of the contact is to plan,
coordinate and advise on work efforts, interpret guidelines or instructions, elicit
opinions or give guidance on the basis of facts to resolve common issues or problems when
the information is not sensitive in nature or the individuals or groups are working toward
mutual goals and have basically cooperative attitudes. Well developed communication skills
are required.
Physical Demands - LEVEL C: The work requires moderate physical
exertion.
Environmental Conditions - LEVEL B: The work environment involves
moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant
environmental conditions is normal. Minor to serious injuries are possible.
Supervision/Leadership - LEVEL D: Involves administrative
supervision responsibility. As a "first line supervisor", the primary
responsibility involves scheduling, supervising and evaluating employees who perform the
same or similar work. Responsible for recommending hiring and disciplinary actions to a
higher level of authority. As a "project manager" may direct the activities of
project leaders to develop plans and criteria and to evaluate progress and results for one
or more projects.
Distinguishing Features
Differs from the Highway Maintenance Superintendent class in which
the work entails planning the use of staff and equipment for an entire District.
Differs from an Equipment Operator III in which the scope is
limited to fewer staff and to a project.
EXAMPLES OF WORK PERFORMED
Supervises a crew of maintenance workers and equipment operators
performing such work as repairing and resurfacing highways; mowing rights-of-way; litter
and trash clean-up; snow and ice removal; erecting, removing and repairing snow fence,
guard rails, and signs; seeding and sodding; painting traffic lines; cleaning and grading
ditches and shoulders; repairing and cleaning drainage structures, and resurfacing and
repairing bridge decks.
Prepares and maintains resource management system reports and
records of material, equipment and personnel utilization, agency budgetary projection,
work plans and inventories for computer input in accordance with standards.
Inspects roads and related physical structures for problems in
order to develop current data for priorities of work in an assigned region.
Meets with property owners and motorists who have complaints or
questions concerning road work; investigations and determines action to take on complaints
from the public or in an unexpected situation.
REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge
*Knowledge of the equipment, material, and practices used in
highway construction, maintenance and repair.
*Knowledge of the applicable work safety rules and procedures.
Abilities
Ability to organize and supervise employees performing manual,
semi-skilled and skilled tasks.
*Ability to read and explain orally and in writing basic
engineering plans, specifications and manuals, etc.
*Ability to operate highway maintenance equipment.
*Ability to understand and follow written and oral instruction.
Ability to maintain resource management system records and prepare
basic reports for computer input.
*Ability to perform basic mathematical computations.
*Ability to establish and maintain effective working relationships
with subordinates, supervisors, and the public.
*Required at Entry
MINIMUM REQUIREMENTS:
Skilled level experience in highway maintenance and
leadership ability at the lead work level.
