DEFINITION OF WORK
Summary
This is specialized and skilled work flying an aircraft for law enforcement and public safety purposes.
Work involves observing traffic violations and notifying ground officers of violations of traffic regulations or situations requiring investigation or assistance. In addition, work includes all regular law enforcement duties of a Trooper in patrolling state and interstate highways, such as writing citations for traffic violations, assisting motorists in distress, and keeping related records.
Standard Classification Factors
Supervision Received - LEVEL B: "Under general supervision " Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks.
Difficulty - LEVEL C: Considerable Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.
Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.
Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.
Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.
Physical Demands - LEVEL C: The work requires moderate physical exertion.
Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.
Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others.
Distinguishing Features
Differs from the Pilot class which does not required K.H.P. law enforcement and public safety duties.
EXAMPLES OF WORK PERFORMED
Patrols highways by aircraft to detect violations and relays information to ground stationed law enforcement officers for necessary actions.
Performs law enforcement duties of Kansas Highway Patrol, such as writing citations and warnings, making arrests, testifying in court cases, assisting stranded motorists, inspecting vehicles, investigating automobile accidents, and keeping records.
Provides emergency transportation and performs searches as necessary, such as transporting bio-medical products or searching for persons.
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
Knowledge
*Knowledge of the operation of assigned aircraft and all pertinent instrumentation and flight procedures related to its safe operation.
*Knowledge of F.A.A. regulations that apply to pre and post flight inspections, maintenance schedules, air worthiness, and records.
*Knowledge of weather as it relates to the operation and safety of flight.
*Knowledge of Kansas state regulations applicable to the operation of aircraft.
*Knowledge of Kansas highway rules and regulations concerning licensure and operation of all highway vehicles.
Abilities
*Ability to fly aircraft while observing traffic on highways, correctly assessing speed of vehicles and operating a two-way radio in order to convey pertinent traffic information to other Highway Patrol personnel.
*Ability to operate aircraft under varying conditions.
*Ability to prepare flight plans and to keep reports as required by F.A.A. regulations.
*Ability to make decisions concerning the advisability of requested flights based on all related information (e.g., weather conditions).
*Ability to conduct investigations, to arrest, cite, and/or warn drivers and others in situations which require such actions.
*Ability to assist stranded or injured motorists while awaiting help for injuries or for car removal.
*Ability to maintain physical condition and health at level consistent with the special requirements for medical certification.
*Ability to establish and maintain satisfactory working relationships with supervisor and administrators who direct their work, with others who work with the aircraft, and with passengers.
*Necessary at Entry
MINIMUM REQUIREMENTS:
A current pilot certification and instrument rating and a current Class III Medical Certification and Kansas Certification as a Law Enforcement Officer and independent work experience in general law enforcement.
NECESSARY SPECIAL REQUIREMENTS:
This class requires the use of a firearm for law enforcement duties; therefore, to be eligible for appointment to a position in this class, candidates cannot have been convicted of a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. § 922 (d) (9) and (g) (9).
Some positions may require multi-engine certification.
Positions in this class require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services.
