DEFINITION OF WORK
Summary
This is managerial or supervisory work in the process of acquiring
land or managing property for the right-of-way.
Work involves managing an activity of the State's right-of-way
program. Work includes directing, planning, organizing, and assigning projects in land
acquisition, relocation, highway advertising, salvage control or right-of-way management.
Incumbent may become involved in complex or disputed claims.
Standard Classification Factors
Supervision Received - LEVEL D: "Under general
direction..." Employees at this level are usually in charge of a large and important
organizational unit. They plan and carry out assignments with little supervision. They
report regularly to a superior, usually by means of occasional conferences, to discuss
work progress or new problems which require advice from above. This designation will
pertain to classes with a high order of independence.
Difficulty - LEVEL C: Considerable... Duties which require a high
degree of concentration because of the many factors which must be considered and weighed
before a decision can be reached. Usually positions that require planning, developing, and
coordinating programs and directing fairly large groups of people fall into this category.
Complexity - LEVEL D: Work is of a diversified nature that usually
involves multiple, unrelated steps. Analytical thought is necessary for dealing with
complex data and situations. Work often involves a variety of unrelated processes and may
require planning or carrying out a sequence of actions or both. Several alternatives
usually exist at this level for approaching problems or situations. Workers at this level
exercise a considerable amount of independent judgment. Work is controlled by occasional
review and by reporting to or consultation with supervisors or superiors. When guidelines
exist at this level, they are usually broadly defined or technical requiring careful
analysis and interpretation.
Consequences of Actions and Decisions - LEVEL D: Consequences of
actions or decisions at this level are significant as the work may be rarely if ever
reviewed, making errors difficult to detect. Errors may cause major program failure or a
high degree of confusion. Injuries to others due to errors are serious or incapacitating
or both and costs due to errors are substantial.
Contacts - LEVEL D: The purpose of the contact is to justify,
defend, negotiate, persuade or interrogate to settle matters, maintain good will, gain
cooperation or reach compromises when the information is controversial or the individuals
or groups have strong differences of opinions or diverse viewpoints. Extensive use of
communication techniques and well developed communication skills are required for dealing
with others.
Physical Demands - LEVEL B: The work requires light physical
exertion. The employee may be required to perform handling activities with lightweight or
easily moved items (e.g. books, file folders, boxes of office supplies, small machine
parts, etc.); perform moving activities for brief periods; operate light equipment;
perform repetitive motions for brief periods; confined to a work area.
Environmental Conditions - LEVEL B: The work environment involves
moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant
environmental conditions is normal. Minor to serious injuries are possible.
Supervision/Leadership - LEVEL D: Involves administrative
supervision responsibility. As a "first line supervisor", the primary
responsibility involves scheduling, supervising and evaluating employees who perform the
same or similar work. Responsible for recommending hiring and disciplinary actions to a
higher level of authority. As a "project manager" may direct the activities of
project leaders to develop plans and criteria and to evaluate progress and results for one
or more projects.
Distinguishing Features
Differs from the Right-of-Way Agent II class in which incumbents
do not supervise or manage a right-of-way program.
EXAMPLES OF WORK PERFORMED
Supervises specialized employees engaged in a highway right-of-way
acquisition; assigns projects to subordinates and monitors their progress. Directs
negotiations for property, and approves payment of claims and fees.
Supervises specialized employees engaged in highway right-of-way
property management; manages the renting, auctioning, securing, hazardous waste disposal
and demolition of land and buildings and disposal of surplus property.
Supervises employees engaged in highway right-of-way relocation
assistance; coordinates the determination of needs for persons being relocated by highway
construction; determines the amount of supplemental payments to relocatees.
Supervises employees engaged in highway advertising and salvage
control; directs programs for licensing of signs and salvage storage; directs
implementation of sign and salvage control laws.
Serves as chief compliance officer statewide, ensuring correct
right-of-way procedures are used by cities for them to obtain federal funds for federally
funded projects.
Meets with city negotiators and city attorneys to assist them with
condemnation proceedings as necessary.
Develops and maintains a system for retaining, monitoring and
evaluating fee specialists contracted to perform appraisal, acquisition and relocation on
agency projects.
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
Knowledge
*Knowledge of the methods and techniques used in property
appraising, acquisition, and management.
*Knowledge of legal instruments used for executing the transfer,
sale, and lease of property.
*Knowledge of property acquisition and control laws, regulations,
and procedures related to highway construction or highway sign and salvage storage.
Knowledge of supervisory principles.
Abilities
*Ability to plan, organize, and direct the work of a technical and
clerical staff.
*Ability to read and interpret maps and property descriptions.
*Ability to establish and maintain effective working relationships
with associates, property owners, and the public.
*Ability to communicate effectively, orally and in writing.
*Necessary at Entry
MINIMUM REQUIREMENTS:
Three years of
experience in any of the following: researching real property title, real estate
sales or auctioneering, real estate acquisition, real estate property
management, real estate appraisal or valuation, real estate finance and/or
transaction closing, compliance monitoring, inspection and/or investigation.
Education may be substituted for experience as determined relevant by the
