DEFINITION OF WORK

Summary

This is specialized or supervisory public safety work enforcing laws, rules and regulations which govern the operation of commercial motor carriers in the State of Kansas.

Incumbents in this class are responsible for overseeing and coordinating the work of subordinate officers in mobile units or stationary State motor carrier enforcement sites.

Standard Classification Factors

Supervision Received - LEVEL B: "Under general supervision…" Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks.

Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL B: Work is of a structured nature including duties that have several related steps. This level involves simple analysis of data, identification of easily distinguishable facts and recognition of differences in related situations. Workers at this level exercise limited independent judgment in determining methods or procedures to be used in making minor decisions. Work is normally controlled by frequent review and consultation with supervisors. When guidelines exist at this level, they are usually specific and aid in determining an approach to problems or situations. Workers at this level must be able to identify basic differences in situations to determine the actions which need to be taken.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL D: Involves administrative supervision responsibility. AS a "first line supervisor", the primary responsibility involves scheduling, supervising and evaluating employees who perform the same or similar work. Responsible for recommending hiring and disciplinary actions to a higher level of authority. As a "project manager" may direct the activities of project leaders to develop plans and criteria and to evaluate progress and results for one or more projects.

Distinguishing Features

Differs from Motor Carrier Inspection Sergeant class in which incumbents perform supervisory duties involving daily activities in field units.

Differs from Motor Carrier Inspector II in which the work involves full-performance motor carrier inspection work.

EXAMPLES OF WORK PERFORMED

Plans, assigns, reviews and evaluates the work of subordinate Motor Carrier Inspectors in the operation of a mobile enforcement unit or a stationary enforcement site; provides input in making shift policy. Assists in the directing and training of new officers.

Supervises a motor carrier inspection team which issues and verifies permits and registrations for insurance coverage and licenses to operate and checks size and weight of loads.

Selects safe and proper sites for portable scales and makes adjustments according to traffic flow to maintain an effective level of enforcement. Stops motor carriers on the highway to inspect for compliance with weight, size and permit requirements.

Maintains the portable weight scales, signs and radios of a mobile enforcement unit; orders equipment and supplies for a mobile enforcement unit.

Establishes and maintains professional and courteous lines of communication with employees, public and other law enforcement agencies; resolves problem cases, except those of an unusual nature, and answers questions relative to rules and regulations.

Prepares reports of investigations or daily activities.

Performs related work as required.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

Knowledge of the principles and practices of supervision.

*Knowledge of state safety laws, rules, and regulations pertaining to the movement of motor carriers within the state.

*Knowledge of the operation of portable motor carrier weighing scales and inspection operations.

Knowledge of the safety devices used on motor carriers and mechanical characteristics of commercial vehicles including load factors.

Knowledge of commercial motor carrier operations.

Knowledge of Kansas traffic and vehicle rules and regulations relating to vehicle movement and registration, to motor carrier operation and to driver licensing.

Abilities

Ability to supervise subordinates in the weighing and inspection of motor carriers.

Ability to maintain favorable working relationships with employees and the public.

*Ability to operate permanent and portable motor carrier scales.

Ability to prepare reports and maintain records.

Ability to make simple arithmetic computations.

Ability to understand, explain, and apply regulations covering a variety of stipulations regarding highway usage.

Ability to qualify with appropriate firearms on a periodic basis.

*Necessary at Entry

MINIMUM REQUIREMENTS:

High school or equivalent and limited independent work experience in motor carrier inspection or limited independent work experience in commissioned law enforcement.

NECESSARY SPECIAL REQUIREMENTS:

Positions in this class require that the employee have a Commercial Vehicle Safety Alliance (CVSA) Level certifications within twelve months of appointment.

Positions in this class require the employee be certified as a law enforcement officer by the Kansas Law Enforcement Training Commission. Certification must be obtained before the employee is given permanent status. The employee must complete a basic law enforcement training program recognized by the Kansas Law Enforcement Training Commission and annual training as required by K.S.A. 74-5607a.

This class requires the use of a firearm for law enforcement duties; therefore, to be eligible for appointment to a position in this class, candidates cannot have been convicted of a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. § 922 (d) (9) and (g) (9).

Positions in this class require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services.
