OCCUPATIONAL CONCEPT
Analyze, design, evaluate, and plan the agency Business Architecture &
Information Technology Systems Architecture in order to optimize the enterprise
information technology architecture of an agency. This includes existing and new
technology in all areas of information technology such as platform, operations,
network, applications, and security. Works with the CIO, IT Managers and Project
Managers to ensure the architecture as a whole is appropriately linked, being
leveraged to maximum benefit, and ready for future development.
TASKS
-
Consults with managers and technical support staff to ensure that networking
systems, server platforms, and user platforms conform to and support the
agency’s IT Enterprise Architecture and strategic plan as well as the State’s
Enterprise Architecture plan.

Assist in coordinating the transition plans from all disciplines (ie data,
technology, infrastructure, and business, strategy) so that an enterprise
transition is possible with minimal disruption and investment.

Assists in determining how to leverage existing investments to accomplish more
agency and statewide. Assist in determining how to make future investments to
increase efficiencies or effectiveness agency and statewide.

Provides support for project plans and budgets by analyzing project needs and
comparing to existing systems.

Assists agency in the development of project plans, and/or budget requests, to
optimize the architecture.

Evaluates project plans for compliance with architecture, standards, policies
and guidelines.

Consults with project managers and information technology managers to ensure
compliance with information technology architecture, standards, policies and
methodologies and timely completion of IT projects.

Makes recommendations for equipment acquisition by identifying both the
budgetary and technological impact on agency programs.

Helps to identify and reports on architecture deficiencies in current and
planned architectures.

Involved in modeling various aspects of the architecture disciplines, building
block design, applications and role design, systems integration.

Documents and maintains the enterprise software engineering models which
include data interchange models, data management methods and procedures.

Managing business change integration with project management methods and
tools, integration with IT Investment analysis and budgeting.

Keeps the enterprise software engineering models, security models, data
interchange models, data management methods and procedures current and mentors
the agency business and technical personnel.

Assisting with developing data protection laws, privacy policy, contract law,
procurement law, fraud investigative techniques.
DEFINITIONS OF WORK
IT Architecture Analyst I: Responsible for providing specialized
oversight of one information technology focus area for an agency by ensuring
that enterprise architecture policies, guidelines, and objectives are being met.
An enterprise-wide perspective is used to evaluate agency information technology
project plans for compliance with the overall architecture plan. Understands
enterprise architecture models and explains how they work and provide benefit.
Provides technical assistance to agency information technology staff.
Communication and analytical thought become important at this level due to
increased data, changing technical and best practices in the industry, and
changing situations. Costs due to errors may be significant. Work is performed
under direction, periodically checked for progress and conformance to
established policies and requirements.
Minimum Qualifications: Bachelor’s degree in computer science or a
related field and two years of experience in multiple focus areas of information
technology and business analysis or three years of experience in multiple focus
areas of information technology and business analysis. Additional experience in
the areas listed above may be substituted for the required education as
determined relevant by the agency.
IT Architecture Analyst II: Responsible for providing specialized
oversight of multiple information technology focus areas for an agency by
ensuring that enterprise architecture policies, guidelines, and objectives are
being met. An enterprise-wide perspective is used to evaluate agency information
technology project plans for compliance with the overall architecture plan. This
includes in depth knowledge of the enterprise, logic, systems, programming, and
components; and a broad range of knowledge across the agency business, data,
technology, applications and organizational views. Provides technical assistance
to agency information technology staff. Work involves assessing project
characteristics, defining the scope, and developing an initial concept around
potential solutions. Responsibility also includes clearly defining the agency
architecture model within statewide guidelines, requirements, and constraints.
Analytical thought is very important at this level due to increased data and
changing situations, costs due to errors may be significant as the
responsibilities cross multiple information technology focus areas.
Communication skills become important at this level in order to convey the
agency architecture needs to project managers and technical staff.
Minimum Qualifications: Bachelor’s degree in computer science or related

areas of information technology and business analysis. Additional experience in
the areas listed above may be substituted for the required education as

NECESSARY SPECIAL REQUIREMENTS
Some positions in this class series may require a security clearance at the time
of appointment.
