SERIES DESCRIPTION:

This class series represents positions which analyze current and projected operating programs to evaluate their actual or potential effectiveness in achieving their objectives; provide liaison services to public through client advocacy; and provide technical assistance in the development of organizational and operational plans, grants, contracts and/or procedures.  The series' purpose is:  1) to secure and provide operating or management officials with the informational and evaluative materials they need for effective direction of programs for agency operations; 2) to determine client needs, provide client assistance, representation, or information regarding agency's programs, rules, regulations and procedures; or 3) to initiate and administer grant or contract applications, disperse and monitor the use of grant or contract money, and determine compliance with agency's program policies.

Specifically excluded from this series are administrator positions which execute program directives, managerial positions which are responsible for the direction of defined program(s) or activities, and executive positions which have overall responsibility for the performance of program or programs.

Generally, incumbents are expected to have:  1) extensive knowledge and understanding of the laws and regulations governing the area of program specialization and/or agencies missions and programs; 2) strong analytical skills to examine processes to uncover problem causes and provide support in developing process improvements; 3) interpersonal communication skills to influence outcomes, promote cooperation, resolve conflict and secure client satisfaction; 4) an understanding of pertinent basic accounting and auditing principles and practices; and 5) knowledge of diverse human behavior and appropriate techniques that foster teamwork, creativity and problem solving.

DEFINITION OF TERMS:

Levels of Work

Executive - Work which involves primary responsibility for overall direction including accountability for securing and managing human, financial, physical and information resources to accomplish all, or a significant portion of, an agency mission.

Managerial - Work which involves primary responsibility for day-to-day direction of programs, operations, or organizational segments indirectly, through subordinate supervisors.  In most managerial positions, the incumbent is not expected to have the "in-depth" specialized knowledge required of key subordinates, but must be able to evaluate all dimensions of a problem or issue both technical and administrative, into proper perspective in determining the most appropriate course of action to be followed.

Administrative - Work which involves overall responsibility for execution of agency or program policies, and directs individual departments or special phases of operations.  May also develop the procedures for implementation.

Supervisor - One who is primarily responsible for getting the work done through others with accountability to agency management for the quantity and quality of the work done and for ensuring efficient and economical work operations.

Levels of Organizational Responsibility

Mission - The broadest mandate given to an agency to carry out a category of related services.  Most departments are charged with only one or two missions.

Service - A general category of related programs required to fulfill a mission or part of the mission of the agency.

Program - A distinct and specific process or collection of activities involving planned, systematic efforts designed to carry out all or a part of a service usually characterized by a distinct name, purpose and budget.

Sub-program - A prescribed process or specialized collection of activities designed to carry out a part of a program.

Activity - A distinct and specialized collection of duties designed to carry out a part of a program or sub-program.

Objective - An expected event or circumstance to be achieve during the process of attaining a goal.
