DEFINITION OF WORK Summary This is specialized law enforcement, criminal investigation, and security work. Work involves enforcement of laws, rules and regulations applying to an agency of the State of Kansas. Monitors security procedures, investigates a variety of crime including theft and fraud. Also investigates cases involving torts against the State of Kansas Standard Classification Factors Supervision Received - LEVEL B: "Under general supervision..." Employees working under general supervision usually receive some instructions with respect to the details of most assignments but are free to develop their own work sequences within established procedures, methods and policies. They are often physically removed from their supervisor and subject to only periodic checks. Difficulty - LEVEL B: Average - Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category. Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation. Consequences of Actions and Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level. Physical Demands - LEVEL B: The work requires light physical exertion. The employee may be required to perform handling activities with lightweight or easily moved items (e.g. books, file folders, boxes of office supplies, small machine parts, etc.); perform moving activities for brief periods; operate light equipment; perform repetitive motions for brief periods; confined to a work area. Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible. Supervision/Leadership - LEVEL B: Involves functional leadership responsibility. As a "senior worker", performing essentially the same or similar work as those overseen, responsibility includes training, instructing, scheduling and reviewing. As a "project leader" may be responsible for a phase(s) of a single project which includes planning, coordinating and reviewing the work of others. This level may also involve limited administrative responsibility such as participating in the evaluation of work performance. Distinguishing Features Differs from the Special Investigator series which primarily involves claims investigation with no law enforcement duties. Differs from Safety and Security Officer I which is routine safety, security, or fire protection work safeguarding persons or property for the State of Kansas. Differs from CASP Police Officer in which incumbents perform routine public safety work enforcing designated laws, rules and regulations on the State Capitol grounds and various state buildings located in Topeka, Kansas. EXAMPLES OF WORK PERFORMED Conducts criminal tax fraud investigations for all taxes administered by the Kansas Department of Revenue, including investigations of alleged violations of the tax on illegal drugs. Investigates falsified documents relating to applications for licensing. Makes arrests of individuals, with or without warrants, for violations of criminal statutes. Executes search warrants to search for stolen products, instruments of a crime, gains of a crime or any evidence of a crime against the State. Conducts background investigations on vendors, potential retailers and prospective employees as required by statute and agency policy. Uses computer link-ups with KBI and Highway Patrol to access criminal telecommunications network and NCIC for investigations. Interviews victims and suspects during criminal investigations. Collects, analyzes and verifies information from persons and assesses the value of the information received. Completes written reports in compliance with agency procedures, and makes oral reports as needed. Uses a variety of communication skills and special techniques to interact formally and informally with community groups. Provides information about policies, procedures and techniques as they affect the public. Maintains good relations with other law enforcement agencies. Coordinates investigative procedures with other law enforcement agencies. Organizes and presents information based on investigations to superiors, and confers with prosecuting attorney for preparation of cases prior to court appearance. Appears in courts of law as a professional witness. Monitors court decisions pertaining to investigation procedures. Investigates lottery product theft and fraud; provides on-site security during computer lock downs; carries out security procedures at special events and all of site draw locations as required by lottery rules and regulations. Maintains physical security of buildings through video, recording equipment, proper alarming and routine observation. REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS Knowledge Knowledge of Kansas criminal law and statutes relating to agency operation and security. *Knowledge of laws and ordinances of law enforcement pertaining to arrests, search and seizure, evidence collection and preservation procedures. Knowledge of various alarm and security systems used to secure facilities. *Knowledge of general law enforcement procedures. Knowledge of interviewing and interrogation techniques. *Knowledge of surveillance techniques. Abilities *Ability to use appropriate techniques of interview and interrogation. *Ability to gather, assemble, analyze, and evaluate facts and evidence and to draw conclusions. *Ability to express one's self clearly and concisely, orally and in writing. *Ability to interact effectively with the public. Ability to maintain a security alarm system. Ability to take the initiative to follow a case to a successful conclusion. *Ability to communicate effectively. Skills Skill in the use of firearms. Skill in the operation of alarm systems. Skill at crowd control and facility security during public events. *Necessary at Entry MINIMUM REQUIREMENTS: Limited, independent work experience in general law enforcement and criminal investigation. Job knowledge and/or work experience in general law enforcement and general or criminal investigation. NECESSARY SPECIAL REQUIREMENTS: This class requires the use of a firearm for law enforcement duties; therefore, to be eligible for appointment to a position in this class, candidates cannot have been convicted of a felony or misdemeanor domestic violence crime as set forth in 18 U.S. C. § 992 (g) (8) and (9). Must be eligible to attend a basic law enforcement training program acceptable to the Kansas Law Enforcement Training Commission or already be certified as a law enforcement officer. Positions in this class require that at the time of appointment, the selected candidate take and pass a drug screening test approved by the Division of Personnel Services. Some positions in this class may require bilingual skills.
