DEFINITION OF WORK

Summary

This is routine safety, security or fire protection work safeguarding persons or property on the State Capitol grounds and at the various state office buildings and facilities located in Topeka, Kansas.

Incumbents in this class provide security protection for state property and conduct routine inspections.

Standard Classification Factors

Supervision Received - LEVEL A: "Under immediate supervision…" "Immediate" means that the employee has little or no authority to select alternative work methods or to render independent judgments of any consequence. Each task is performed according to detailed instructions, written or oral. Assignments are usually for a short duration and when completed are usually checked for accuracy, adherence to instructions and established regulations, as well as the worker’s rate of performance.

Difficulty - LEVEL B: Average… Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category.

Complexity - LEVEL A: Work is a simple or routine nature requiring very little analytical thought. Tasks are clearly defined, highly organized, closely related and often repetitive. Few if any alternatives exist for methods or procedures to be used. Work is usually in the form of specific assignments and is closely reviewed for accuracy and progress. When guidelines exist at this level, they are usually detailed, easy-to-follow instructions that cover all or most of the important aspects of the work. Workers at this level can readily determine the actions which need to be taken.

Consequence of Actions or Decisions - LEVEL C: Consequences of actions or decisions at this level are limited in scope and effect as the work is reviewed occasionally. Errors may cause moderate inefficiency. Costs due to errors may be significant.

Contacts - LEVEL A: The purpose of the contact is to obtain, clarify, give or screen established factual information, regardless of the type (i.e., easily understood or technical) within a well-defined relationship. Normal communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible.

Supervision/Leadership - LEVEL A: No supervisory or leadership responsibility; may explain work instructions or assist in training others.

Distinguishing Features

Differs from CASP Police Officer series in which incumbents exercise statutory law enforcement powers.

Differs from Capitol Area Guard II class which is supervisory work.

EXAMPLES OF WORK PERFORMED

Performs routine security and preventive maintenance by patrolling buildings and grounds, observing for security violations, fire or safety hazards.

Maintains the protection of an assigned area in the Capitol building complex and various state office buildings and facilities located in Topeka, Kansas.

Performs inspections for fire, safety or security risks or hazards. Recommends corrective measures regarding unsafe conditions or unsecured areas.

Inspects and maintains equipment necessary for the performance of duties. Repairs or reports malfunctions in equipment.

Participates in routine training of personnel on specific types of drills. Assigns and directs the work of students and part-time workers.

Operates motor vehicles, safety equipment or other equipment. Picks up and delivers supplies, reports, mail or other correspondence.

Responds to emergency calls, assistance calls or other situations as needed.

Performs related work as required.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Knowledge

Knowledge of methods and procedures for crime and fire prevention.

Knowledge of the operation and maintenance of various fire apparatus and equipment.

Knowledge of laws, rules and regulations which pertain to city and state property.

Abilities

Ability to operate a two-way radio.

Ability to communicate effectively in oral and written form.
