DRIVER LICENSE EXAMINER SPECIALIST8218K1 Pay Grade: 20 DEFINITION OF WORK Summary This is specialized or supervisory work directing a driver license examination program. The work involves supervising driver license examiners assigned to a small examination station, traveling to assigned locations statewide to conduct driver license examinations, conducting the more difficult examinations and commercial driver license road tests. Work also includes researching and resolving problem cases and complaints. Standard Classification Factors Supervision Received - LEVEL C: "Under direction..." Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements. Difficulty - LEVEL C: Considerable - Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category. Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple, unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation. Consequences of Actions and Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial. Contacts - LEVEL C: The purpose of the contact is to influence, motivate, conduct interviews, make formal presentations or counsel to achieve common understanding or solutions to problems when the information is sensitive in nature or the individuals or groups are skeptical or uncooperative. Communication techniques and well developed communication skills become an important requirement at this level. Physical Demands - LEVEL C: The work requires moderate physical exertion. Environmental Conditions - LEVEL B: The work environment involves moderate hazards, risks or discomforts. Exposure to minor deviations from pleasant environmental conditions is normal. Minor to serious injuries are possible. Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending, hiring and disciplinary actions to a higher level of authority. Distinguishing Features Differs from the Driver License Examiner Senior class in which the incumbents perform lead work and which involves only some traveling to assigned locations within a region. Differs from the Driver License Examiner Coordinator class in which the incumbents perform administrative and managerial work over a number of assigned stations within a region or managerial work over a large urban station. EXAMPLES OF WORK PERFORMED Plans, assigns, and evaluates the work of driver license examiners and oversees on-the-job training for newly hired and less experienced examiners. Instructs and reviews the work of subordinates; informs them of new or revised policies or procedures; and oversees the issuance of licenses and photo identification cards; reviews and approves vacation and sick leave. Resolves problem driver license cases; and responds to complaints or questions on rules and regulations in writing or by telephone. Conducts difficult or more involved written, visual, oral, and driving tests including special road tests for handicapped persons, operator, or commercial licensees; determines when an applicant should be required to take a complete test of motor vehicle ability, due to physical or mental condition; checks vehicles to enforce safety laws as necessary. Prepares daily reports, accounts for money received for license fees, initiates orders for supplies, and submits budget requests for the assigned driver license exam station. Authorizes the issuance of temporary driving permits. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Knowledge *Knowledge of methods and procedures used in administering driver license examinations. *Knowledge of laws, rules, and regulations pertaining to examinations for all classes of motor vehicle operators. Knowledge of the principles and techniques of supervision. Knowledge of work scheduling, reporting methods, and maintaining records. Abilities *Ability to plan, organize, supervise, and evaluate the work of others. *Ability to maintain favorable working relationships with employees and the general public. *Ability to operate a motor vehicle. *Ability to conduct a thorough and safe driving examination. *Ability to operate a camera and other equipment used in conducting a driver license examination. *Ability to work under the stress associated with constant public traffic, and associated with riding on driving tests with new and inexperienced drivers. *Ability to learn the reporting methods used to report driver license activities. *Ability to effectively instruct subordinate personnel in the proper method used to conduct a complete driver license examination. *Necessary at Entry MINIMUM REQUIREMENTS: High School Diploma or equivalent, a valid driver’s license and one year experience or education in examining and licensing individuals to operate vehicles on public highways, roads and streets.
