As a reminder: For all active employees who participated
in the 2008 HealthQuest Personal Health Assessment, the taxable
fringe benefit for the total of all gift cards selected by or for
the plan participant and their eligible dependent(s) will appear
on the 11/14/08 paycheck.
For employees who have transferred or retired since the issuance
of the gift card, the taxable fringe benefit will be processed as
soon as possible.

As noted in previous communications, the Kansas Health Policy Authority
(KHPA) HealthQuest implemented a program for plan year 2008 that
included the incentive of a $50 Gift Card for completing the HealthQuest
Personal Health Assessment (PHA).
The Gift Card Award is a taxable fringe benefit to the plan participant
for the total of all gift cards selected by or for the plan participant
and their eligible dependent(s).
For active State employees paid through SHaRP who received this
taxable fringe benefit, an interface will be processed the evening
of Monday, November 3rd, to generate the necessary fringe benefit
income (FBN) earnings for inclusion on the 11/14/08 paycheck. The
FBN earnings will appear as an Earnings row on the employee’s
10/19/08-11/01/08 time entry timesheet. SHaRP agency timekeepers
must be aware that this interface-generated FBN row is valid and
must remain in the employee timesheet for processing. Audits
will be run following the final pay calc to insure the FBN transactions
were processed correctly. Regent agencies are responsible for the
inclusion of the FBN income on the appropriate employee payroll
interface files.
Each agency will receive a report (KTECKHPA) in their agency MVS
mailbox on 11/4/08 which will list all employees in the agency who
had ‘FBN’ earnings added to their 10/19/08 – 11/01/08
timesheet by the interface process.
In addition, the Kansas Health Policy Authority will be contacting
individual agencies as necessary to direct agency personnel in the
steps to properly record the FBN earnings for employees who have
transferred or retired since the issuance of the gift card. |
