SUBJECT:   State of Kansas Paycard Program

Direct deposit provides many benefits to the State of Kansas as well as employees and has been a successful program. Over the past years the State of Kansas has continually increased employee direct deposit participation. Currently the participation rate is 84 percent statewide. I am strongly encouraging 100 percent participation in direct deposit.  

I am pleased to announce the State of Kansas Paycard Program for direct deposit of pay. The Department of Administration has partnered with Skylight Financial, Inc. (associated with US Bank) to offer the Skylight Debit Card (paycard) to employees. The Skylight Debit Card is an FDIC insured ATM/debit based bank account where pay and other deposits can be made. The paycard provides agencies and employees with a method to allow all employees to participate in the direct deposit, even those without bank accounts.  No credit check is required.

I think we should consider requiring all paychecks to be directly deposited into an employee's bank account or paycard account. I would appreciate any comments (both positive and negative) regarding required direct deposit.

Over the next few weeks information will be distributed by the Division of Accounts and Reports, Payroll Services Section and Skylight Financial, Inc. to provide more detail on the Paycard Program. I encourage you to review the information, promote 100 percent direct deposit, and offer the State of Kansas Paycard Program to employees to increase participation in direct deposit. Your cooperation and assistance in working with employees to increase participation in direct deposit is greatly appreciated.
