Position Summary: Position is unclassified, full-time, and eligible for all benefits offered to State of Kansas employees. Rate of pay - $16.00 hr.

Position Description : Position is part of the Kansas National Guard HQ Complex Protection Forces and assigned to the Heartland Preparedness Center in Wichita, KS. Incumbent will serve in an administrative capacity as the Access Control Officer for the Western regions of Kansas, and as a Resource Protection Officer to provide armed security for asset protection for the facility.

Responsibilities include validating, issuing, and maintaining proximity access cards and related database for soldiers and employees of the KARNG. Process requires the review and authorization of paperwork, entering data, photographing soldier/employee, and printing the proximity card, in addition to verifying each card application to ensure the appropriate authorization has been given. Incumbent enters and verifies accuracy of data and updates data in government information system as changes occur, generates reports as required, and retrieves data for law enforcement personnel. Ensures applications and supporting documents are complete, valid, and comply with applicable regulations and determines eligibility of the applicants. Updates debarment/warrant lists, updates and removes personnel as required.

Incumbent serves as the first point of contact and is responsible for the issuing and accountability of all same day or temporary access card/badging system. May perform or request research queries on the NCIC National Crime Information Center (NCIC III/NCCIC) workstation terminal(s), or equivalent, in accordance with (IAW) federal and state laws. Assists in the screening of all military and civilian employees, consultants, and contract personnel while exercising patience, discretion, and diplomacy.

Incumbent is required to be armed and play an active role in the resource protection of the facility which includes responding to disturbances that occur in the facility and when necessary, administer first aid as a first responder. Investigates reports of theft or incidents which require immediate corrective response, independently determining appropriate action. Must be able to quickly assess critical situations and assign a level of priority for appropriate security response. Performs daily inspection of building doors to prevent unauthorized access .Requires the ability to write legible, accurate reports on daily activities, incident reports and access control logs.

Required Qualifications: High school graduate or equivalent; Minimum Age 21. Must have a valid Kansas driver license with no court ordered restrictions.

Must be able to pass a KBI background check and have the ability to obtain a NCIC/CJIS security awareness certification.

Requires the use of a firearm for duties, with no convictions or diversions from a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. § 922 (d) (9) and (g) (9).

Must be able to complete required forms, reports, logs, and other required documentation in a legible manner, according to instructions. Must speak distinctly and have high attention to details. Must have the ability to act independently, respond calmly and consistently in emergencies or stressful situations with minimal supervision. Position requires physical inspection of complex doors, to prevent unauthorized access, which will require physical foot patrol in some areas.

A drug screen will be required as a Condition of Employment after a conditional offer of employment.

Must qualify on pistol and long gun semi-annually as a condition of employment, and should be familiar with small arms safety and use.

Must re-certify annually on proper security responses.

Must have the ability to obtain and maintain a Department of Defense Security Clearance as a condition of employment .

Requires one (1) year armed security/police experience and computer competency. Preference will be given for three (3) years armed security/police experience and competency using computer databases.
