Job Description:

CAFO Engineering Program Manager (K0230449) in the Bureau of Water

Supervise, organize and participate in the review and approval of plans specifications for the construction or modification of devices, facilities and systems related to agricultural waste management. Conduct reviews of permit applications for livestock waste management systems.  Applications shall be assessed for conformance with the applicable Design Standards for Confined Feeding Facilities, Livestock Waste Management (LWM) program guidance, and state and federal statutes and regulations.  An application can include but would not be limited to the following plans: engineering plans and specifications, engineering design reports, Waste Management Plan, Manure Management Plan, Odor Control Plan, Dead Animal Handling Plan, Emergency Response Plan, Operation and Maintenance Plan, Closure Plan, and Closure Cost Estimates. Review requires coordination with KDHE district staff, LWM section staff, consultants, engineers, facility owners and other interested parties.  The review also requires the utilization of informational sources such as well databases, design standards, regional reports such as soil survey, geologic reports, etc.; research papers, county environmental staff, water supply data and reports, etc. As needed, make onsite visits to livestock waste management facilities in order to obtain additional information needed to complete review.  Responsible for drafting each permit or Certificate of Compliance. Additionally, responsible for reviewing as-built construction plans and modifying the permit as necessary.

Minimum Requirements:
Engineering Associate- Bachelor’s degree in Engineering and an Engineer in Training or Fundamentals of Engineering certificate.
Professional Environmental Engineer I- Professional engineering license recognized by the Kansas Board of Technical Professions with minimal experience.
Professional Environmental Engineer II- Professional engineering license recognized by the Kansas Board of Technical Professions with at least two years of experience.

Preferred Criteria: 
• Bachelor’s Degree in Agricultural, Environmental or Civil Engineering
• Experience in the design and/or review of livestock waste management systems. 
• Experience or exposure to agricultural or livestock management activities. 
• At least one year of supervisory or team lead experience.
• Ability to prioritize work.
• Ability to recognize opportunity to improve efficiency.
• Word, Excel, PowerPoint, Outlook
• Proofreading, editing, attention to detail

Salary:
Upt to $85,000 annually, depending upon experience and qualifications.
