Job Description:

Director of Program Finance and Informatics (K0221730) in the Division of Health Care Finance: Projections/Financing

Develops and manages the Division's budget which includes narrative, projecting costs and revenues, new fee components, enhancements, decrements, appeals and amendments.  Scope includes all Medicaid items for the division (Title XIX, Title XXI, Working Healthy and other grant and waiver programs), the State Employee Health Plan, as well as the State Self Insurance Fund.  Communicates directly with KDHE's Office of the Secretary, Chief Financial Officer and Division of Budget Analyst through various means to assist them in understanding allocations requested and revisions.  Continually reviews program and caseload expenditures and applies changes made to current budget to identify current or potential problems, funding shortfalls or inconsistencies between expenditures and budget amounts.
Analyzes and develops information for Legislative fiscal notes, Post Audit, Legislative Research requests and for new/amended regulations and policies with a statewide human resource impact.  Evaluates programs and realigns resources to obtain the Division's strategic goals and objectives.  Advises the DHCF Director, KDHE Deputy Secretary and/or CFO of alternatives and solutions for allocation deficits and other unanticipated expenditures.
Provides leadership to the Program Finance and Informatics group staff to achieve DHCF program goals.  Develops and supervises staff to collect, cultivate and share program and health care data and information with KDHE staff and other State agencies, policymakers and external stakeholders to support efficient program operations.

Minimum Requirements:
Bachelor’s degree in Business, Finance, Health Care Management, or related and four years of experience in planning, organizing and directing the work of a department, program or agency.

Preferred Criteria: 
• Bachelor’s degree in Public or Business Administration, Finance,  or related
• Master’s degree in Public or Business Administration, Finance,  or related
• Knowledge of Medicaid financing stream. 
• Experience with interpretation of regulations. 
• Experience with budget development, fiscal analysis, and projection. 
• Senior management experience in finance or health care fields.
• Experience analyzing data and presenting in clear and concise reports.
• Advanced problem solving and analytical skills
• Communication skills
• Independent judgment
• Familiarity with audit processes
• Ability to assess compliance risks
• Word, Excel, PowerPoint, Access
• Proofreading, editing, attention to detail

$75,000 to $90,000 annually; can vary depending upon experience and qualifications.
