Job Description:

Education Manager:


Manages and directs EMS Education, examination and certification processes within the agency.  Oversees the certification functions for the agency.  Supervises the record keeping completed by subordinates.  Supervises, assigns and evaluates two full-time positions to ensure sub-program responsibilities are properly carried out.  Performs public relations and liaison duties; promotes cooperation, communication, and coordination within the agency and with other agencies and the public.  Provides assistance to the Education, Examination, Training and Certification Committee of the Board.  Reports to the Committee during Board Committee Meetings.   Reviews and recommends revisions as necessary in KBEMS policies and procedures, Kansas Statutes and administrative regulations specific to EMS education considering National trends and Kansas changing needs.  Makes recommendations to the Deputy Director in matters of hiring, dismissal and disciplinary actions.  Tasks are reviewed for results by the Deputy Director.

Compliance Monitoring

Directs and provides audits of training program records, modes of delivery, program records assessment to determine adherence to KBEMS policies and procedures, Kansas Statutes and administrative regulations specific to EMS education.  Directs and provides audits of attendant continuing education to ensure regulatory and statutory compliance.  Performs and reviews audits of EMS education within the state to ensure regulatory and statutory compliance.  Monitors a system to detect weaknesses and inadequacies in EMS training programs, determines whether needs are being met and recommends changes to correct deficiencies.  Ensures compliance with all contractual agreements pertaining to EMS education, examination, and certification.

Program Development and Training

Develops and provides programs for EMS Educators and Training Program Managers in the matters of EMS education, statutory and regulatory requirements regarding training programs, and emerging trends in EMS education.

Minimum Qualifications:

Associates Degree in Emergency Medical Services or equivalent and current Kansas Certification as an EMT or above. Kansas certification as a Training Officer or Instructor/Coordinator with a minimum of two years experience delivering EMS Education in continuing education, initial courses of instruction, or both.  Three years experience in guiding and coordinating workers activities and organizational or program policies, rules, practices, methods, and standards.  Valid driver's license.

Preferred Qualifications:

Current Kansas certification as a paramedic is preferred.
