Job Description:

Establishes standards and procedures for long range capital improvement program and five year capital improvement plans for state hospitals. Reviews and makes recommendations on plans submitted by the hospitals, prepares budget information and establishes priorities. Reviews and approves plans and specifications on projects developed by the Division of Facilities Management, consulting architects and engineers. Makes recommendations on award of construction contracts and monitors progress and performance of contracts, consulting architects and engineers.  Participates in the final inspection and acceptance of major projects.

Administers central funding accounts for capital improvements for the hospitals and other facilities. Establishes use of funds and develops priorities for projects where funds are used. Establishes standards and procedures governing the architectural and engineering program for the Agency. Assists in directing and evaluating the operation of the physical plant department for the state hospitals, and other Kansas Department on Aging and Disability Services (KDADS) state owned and leased facilities.

Develops studies on the facility needs of the state hospitals. Formulates programs to meet those needs. Responsible for ensuring criteria for building standards meet current State and Federal regulations. Directs the development of written architectural programs for major capital improvement projects.

Serves on the Architectural and Engineering negotiating committee which selects all consulting architects and engineers for work at the hospitals and facilities. Assist hospitals and others responsible for KDADS owned and/or leased facilities in meeting building codes and other accreditation standards. Consult with KDADS’ Survey Certification and Credentialing Commission staff regarding provider physical environment regulations.
