PARSONS STATE HOSPITAL AND TRANING CENTER

SUPERINTENDENT

EXCITING AND CHALLENGING PROFESSIONAL OPPORTUNITY

Parsons State Hospital and Training Center (PSHTC) is one of two residential treatment, training and care facilities operated by the State of Kansas to serve individuals with intellectual disabilities.

The Hospital occupies 43 buildings on 163 acres. Major components include residential services, the University Center on Developmental Disabilities and the Parsons Research Center for the University of Kansas, the Special Purpose School of the Southeast Regional Education Service Center, and the Southeast Kansas Agricultural Research Center of Kansas State University.

As of January 2015, approximately 173 individuals were receiving services as residents on the PSHTC campus. An additional 8 individuals receive inpatient services through the Sex Predator Treatment Program Maple House Reintegration Facility. In addition to having an intellectual disability, approximately 88 percent of individuals are also dually diagnosed with a psychiatric impairment or behavioral disorder.  

Parsons State Hospital and Training Center has enjoyed a national and international reputation in the field of intellectual disabilities primarily as the result of a relationship with the University of Kansas, University Center on Developmental Disabilities at Parsons, which was established in January 1958.

The Superintendent is responsible for the development, organization, direction, and management of PSHTC and sustains a culture of collaboration and transparency. The Superintendent is also responsible for policy formation and decision making to ensure effective operations. The Superintendent ensures the coordination of clinical and administrative services to positively affect delivery of services in an environment conducive to quality care and treatment of the people served. Specific knowledge and skills needed by the Superintendent of PSHTC include the following:

  1.  Demonstrated experience in planning, organizing, and directing the work of multidisciplinary professional and administrative staff; and knowledge of the principles, and practices of personnel and organizational management.
  2. Knowledge of licensing and certification processes of medical/developmental disability facilities, Joint Commission accreditation, and policy development for 24-hour facilities.
  3. Demonstrated experience in developing a large medical/developmental disability facility’s annual budget, and adjusting and adapting to ensure expenditures do not exceed the annual budget allocation.
  4. Communication skills requiring the ability to manage a variety of complex and sensitive internal and external issues. Ability to write and deliver testimony to legislature. Demonstrated ability to work with community stakeholders.
  5. Knowledge of Kansas Behavioral Health Services and its Community Mental Health programs including Medicaid.
  6. Demonstrated experience in handling an operational emergency at a medical/development disability facility including communication processes with central office, patients’ families, the community, staff, and patients.

This position is an unclassified, salaried, exempt position within the State of Kansas Civil Service System.
