Job Description:

District Environmental Administrator (K0225806) in the Bureau of Environmental Field Services

This position supervises Division of Environment (DOE) district office staff for the Southeast Kansas District Office, located in Chanute. Aims to ensure division goals, objectives, and Work Plan requirements are achieved. Coordinates with staff from other environmental programs and bureaus in the DOE regarding service delivery. Provides routine updates and quarterly activity reports to supervisor.  Provides oversight to confirm that district activities are accomplished in accordance with the DOE Quality Management Plan. Manages human resource needs for the district, to include: conducting interviews and recommending candidates for vacant positions; conducting annual evaluations for staff under direct supervision; and supervising district work activities for DOE staff on a daily basis. Identifies budgetary needs and ensures resources are utilized to achieve the district’s goals, objectives, and Work Plan requirements. Manages DOE fiscal allocation to ensure that travel and other operational needs of district staff are met.
Serves as a representative on Basin and Technical Advisory committees. May serve as a liaison to an environmental program or bureau on a rotational basis to review Work Plan agreements, procedures, policies, and regulations. Serves as a Hearing Officer at DOE public hearings regarding proposed regulations, permitting issues, or other topics as needed. Establishes and maintains communications, interactions, and outreach with local governments and agencies in the district. As appropriate, or upon request by the supervisor, attends local meetings to determine local needs or concerns and to present information about DOE activities and services.

Minimum Requirements:
Bachelor’s degree in environmental, agricultural or natural sciences/resources and five years of experience in a field of environmental/agricultural sciences or natural sciences/resources.  Eight years of experience in the fields listed above may be substituted for the required education. 

Necessary Special Requirements:
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Criteria: 
• Bachelor’s degree in Environmental, agricultural, natural resources, engineering, or a closely related field
• Two years of supervisory experience
• Experience in staff supervision and program management
• Fiscal management experience
• Good communications skills, both written and verbal
• Knowledge of air, water, and waste environmental regulations
• Experience in conducting compliance inspections
• Word, Excel, PowerPoint, Access
• Proofreading, editing, attention to detail

$29.73 hourly; can vary depending upon experience and qualifications.
